70. IGA WITH CITY OF SURPRISE FOR WORKFORCE DEVELOPMENT SERVICES Approve a financial Intergovernmental Agreement (Agreement) between the City of Surprise (City) and Maricopa County (County), administered by its Human Services Department, Workforce Development Division for workforce development services. The City and the County are collectively referred to herein as the “Parties” and individually as “Party.” The purpose of this Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. The Parties agree to support workforce development and training efforts that will enable the City’s employers to attract and retain top talent and to provide adult and youth services. Service activities shall be delivered at the City’s Resource Center (“Center”) located at 12425 West Bell Road, Building A, Suite 124, Surprise, Arizona 85378. A Workforce Development staff will be utilized to provide services under this Agreement, as a Workforce Development Coordinator (WDC). The City shall compensate the County a not to exceed amount of $167,150 for service delivery. The Agreement term is a three-year agreement extending July 1, 2023 through June 30, 2026. The purpose of the Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. Service activities shall be delivered at the City’s Resource Center located at 12425 West Bell Road, Building A, Suite 124, Surprise, Arizona 85378. A Maricopa County WDD Coordinator will provide services under this Agreement. The Agreement term is July 1, 2023, through June 30, 2026. The purpose of Amendment No. 1 is to address the following: A. Revise Section 7.0 (FUNDING) to address billing amounts by fiscal year, funding amounts remain unchanged. B. Revise Section 9.0 (PAYMENTS) to address billing frequency. C. AMENDMENT TO IGA WITH CITY OF SURPRISE FOR WORKFORCE DEVELOPMENT AND TRAINING SERVICES (Supervisorial District: 4) Approve financial Amendment No.2 to the Intergovernmental Agreement (IGA) between City of Surprise (“City”) and Maricopa County (“County”), administered by its Human Services Department. The purpose of the Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. The Parties agree to jointly support workforce development and training efforts that will enable the City’s employers to attract and retain top talent and to provide adult and youth services. Service activities shall be delivered at the City’s Resource Center (“Center”) located at 12425 West Bell Road, Building A, Suite 124, Surprise, Arizona 85378. A Maricopa County Workforce Development Division (WDD) Coordinator will provide services under this Agreement. The current Agreement term is July 1, 2023, through June 30, 2026. The purpose of Amendment No. 2 is to address the following: A. Extend the Agreement expiration date from July 1, 2026, through June 30, 2028 B. Revise Section 7.0 (Funding) to update funding for Fiscal Years 2027 and 2028. For Fiscal Year 2027, the City shall compensate the County in an amount not to exceed $61,701. For Fiscal Year 2028, the City shall compensate the County in an amount not to exceed $63,794. C. Revise and replace Paragraph 6.0 (Administrative Change Orders) with updated language as required. D. Add required Paragraphs to the Agreement. The City shall compensate the County a not to exceed amount of $125,495 for service delivery The Agreement is entered by the parties through a non-competitive process. The City will provide funding to the County to support the workforce development system provided in the City of Surprise area for the Agreement term. Cash, match, or in-kind are not applicable. The County does not have any obligations after the Agreement term. The services provided under this Agreement are not mandated services but provide a benefit to residents in the Surprise area as residents can receive job-seeking services and local employers are assisted with filling vacancies. The Human Services Department’s provisional indirect rate for FY2027 is 24% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The Agreement funding amount is $125,495 of which $101,206 is for salaries and employee related expenses. The estimated recoverable indirect rate costs are $24,289 and fully recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of the funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. This Agreement does not contain County General funds. (C-22-23-121-X-02)
