84. IGA WITH CITY OF AVONDALE FOR COMMUNITY SERVICES BLOCK GRANT INITIATIVES Approve a financial Intergovernmental Agreement (“Agreement”) between the City of Avondale (“City or Subrecipient”) and Maricopa County, administered by its Human Services Department (“County”). The City and County are collectively referred to here as the “Parties” and individually as a “Party.” The purpose is to provide funding for the City’s Temporary Shelter Services Initiative (the “Initiative”) to provide a long-term case management program with emphasis on addressing housing instability for families experiencing homelessness in the Avondale area. Support Services will assist 80 individuals/40 households and provide Temporary Shelter for 40 individuals/20 households. The County shall provide the Subrecipient with Community Service Block Grant (CSBG) funds for Initiative activities in the amount of $62,500; period of funding availability and term of the Agreement shall be retroactive to December 1, 2023, through June 30, 2024. Also request authorization for the Chairman of the Board of Supervisors to approve and execute Administrative Change Orders upon the recommendation of the Human Services Department Director and Legal Counsel on behalf of the County as identified in Section 5.0, (Administrative Change Orders), subsection 5.1 in the Agreement. 44. AMENDMENT TO IGA WITH CITY OF AVONDALE FOR COMMUNITY SERVICES BLOCK GRANT INITIATIVES Approve financial Amendment No. 1 to the Intergovernmental Agreement (“Agreement”) between the City of Avondale (“City or Subrecipient”) and Maricopa County, administered by its Human Services Department (“County”). The purpose of the Agreement is to support the Subrecipient’s Temporary Shelter Services Initiative (the “Initiative”) to provide long-term case management programs addressing housing instability and homelessness in the Avondale area. The County has provided the Subrecipient with Community Services Block Grant (CSBG) funds under Assistance Listing Number (ALN) 93.569. The purpose of the Amendment is to address the following items: A. Extend the Agreement term from July 1, 2024, through June 30, 2025. B. Revise Paragraph 6 (Funding) to address funding for the extension term. The County shall provide the Subrecipient with a not to exceed amount of $75,000 in CSBG funds. The funding period of availability is July 1, 2024, through June 30, 2025. C. Revise Paragraph 13.0 (Notices) by updating the County contact information. 85. AMENDMENT TO IGA WITH CITY OF AVONDALE FOR COMMUNITY SERVICES BLOCK GRANT INITIATIVES Approve financial Amendment No. 2 to the Intergovernmental Agreement (“Agreement”) between the City of Avondale (“City or Subrecipient”) and Maricopa County, administered by its Human Services Department (“County”). The purpose of the Agreement is to support the Subrecipient’s Temporary Shelter Services Initiative (the “Initiative”) to provide long-term case management programs addressing housing instability and homelessness in the Avondale area. The County provided the Subrecipient with Community Services Block Grant (CSBG) funds for initiative activities in the amount of $75,000 for Fiscal Year 2025, under Assistance Listing Number (ALN) 93.569, provided to the County through an Intergovernmental Agreement with the Arizona Department of Economic Security (ADES). The Agreement is July 1, 2024, through June 30, 2025. The purpose of the Amendment is to address the following items: A. Revise and replace paragraph 5.0 Administrative Change Orders. B. Revise and replace Paragraph 6.0 (Funding) and Operating Budget. The County shall provide the Subrecipient with a not to exceed amount of $175,000 ($100,000 in County General Funds and $75,000 in CSBG funds provided to the County through an IGA with ADES). The funding period of availability is July 1, 2024, through June 30, 2025, Fiscal Year 2025 (FY25). C. Update Maricopa County Representative. D. Revise and replace Administrative Requirements language. E. Add required clauses to the Agreement. Amendment No. 2 shall be effective upon approval and signature by both Parties.
