FUNDING FOR IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR REFUGEE- MEDICAL ASSISTANCE PROGRAM Approve funding for Intergovernmental Agreement (IGA) Contract DI18-002141 between the Arizona Department of Economic Security (DES) and Maricopa County by and through its Department of Public Health to provide grant funding for the Refugee Screening Medical Assistance Program (RMAP). This is a fee-based reimbursement estimated not-to-exceed an annual amount of $12,000 for the retro-active budget period October 1, 2019 through September 30, 2020. The Refugee award is reoccurring and has been awarded to MCDPH in previous years. It does not require an in-kind match and indirect costs are fully recoverable. Refugee services are not mandated but provide a benefit to County residents by providing medical examinations and needed follow-up to newly arriving refugees for issues of public health significance. Should the grant cease, ongoing contributions should not be required. This grant award was not competitive. Maricopa County Department of Public Health’s indirect rate for FY2019-20 is 19.2%. This grant allows for full indirect, therefore the estimated amount of $1,933 is fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. There is no cost to the County’s operating budget. All other terms and conditions of the original contract remain in full force and effect. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR THE REFUGEE PROGRAM Approve the Arizona Department of Economic Security (AZDES) Amendment 1 to the Intergovernmental Agreement (IGA) Contract DI18-002141 between the Arizona Department of Economic Security (DES) and Maricopa County by and through its Department of Public Health. Pursuant to IGA Section 9.0, Amendments, this amends the Scope of Work. This provides no additional funding for the project period October 1, 2019 through September 30, 2020. FUNDING FOR IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR REFUGEE: COORDINATION-HEALTH ASSESSMENT SERVICES Approve a Task Order to the Intergovernmental Agreement (IGA) Contract between the Arizona Department of Economic Security (ADES), Refugee Resettlement Program, and Maricopa County by and through its Department of Public Health (MCDPH) to provide continued grant funding to the ‘Domestic Medical Examination for Newly Arrived Refugees (DME) Program’. Based on the agreed upon hourly rate of $110.00, the anticipated IGA total is $264,000 for the budget period October 1, 2020 through September 30, 2021. The IGA term is September 1, 2017 through September 30, 2022. The grant award is reoccurring and has been awarded to the department since 1983. There is no cash or in-kind match requirement nor is there currently a requirement for continued contributions should the grant end. The grant award is not a mandated function but provides a benefit to the citizens by coordinating medical exams for refugees settling in Arizona. The grant award is competitively bid. Maricopa County Department of Public Health’s indirect rate for FY20-21 is 18.8%. This grant allows for full indirect, therefore the estimated amount of $41,778 is fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. There is no cost to the County’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. ADMINISTRATIVE CORRECTION TO AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY (AZDES) FOR THE REFUGEE PROGRAM Administrative correction to the action approved on 08/31/2022 under C-86-18-010-3-09 regarding Amendment to IGA with Arizona Department of Economic Security (AZDES) for the Refugee Program. The language in the board item incorrectly stated that the term of the Contract would end September 3, 2023. However, the actual term of the contract shall become effective October 1, 2022 and remain in effect through September 30, 2023. The rates are not adjusted for the extension period and shall remain the same as the previous term.
