89. ACCEPT GRANT AWARD FOR AZ HEALTH ZONE, SUPPLEMENTAL NUTRITION ASSITANCE PROGRAM-EDUCATION (SNAP-ED) Approve grant award offer and acceptance for Contract No. (RFGA2020-001-001) between Arizona Department of Health Services (ADHS), Bureau of Nutrition and Physical Activity (BPNA) in partnership with the AZ Department of Economic Security (AZDES), Family Assistance Administration and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding for AZ Health Zone SNAP-Ed program. The term of this Agreement is October 1, 2020 through September 30, 2025. The budget period is effective October 1, 2020 through September 30, 2021 for the not-to-exceed amount of $2,205,445.00. The AZ Health Zone is a community health engagement program that supports and builds collaborative partnerships aimed to improve public health through increased access to physical activity opportunities, healthy food and education. For the next five years the program looks to deepen the Policy, System, and Environmental impact in communities using multi-level interventions. This will be achieved through enhanced engagement in communities with limited resources and adoption of trauma-aware principles at each level of the program. This award is reoccurring and has been awarded to the department for many years. There is no cash or in-kind match required and indirect cost is fully recoverable (less that which is set aside for sub-recipients). Ongoing cash contributions are not required. This is not a mandated function but benefits our citizens with the provision of nutrition and physical activity education. The grant award is competitively bid. MCDPH’s indirect rate for FY 2020-21 is 18.8%. $100,000 is pass-thru and not subject to indirect. The full indirect costs are estimated at $333,185 all of which are recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-21-025-X-00)
