APPROVE AND ACCEPT GRANT AWARD WITH THE ARIZONA DEPARTMENT OF HEALTH SERVICES FOR THE NURSE-FAMILY PARTNERSHIP FOR MIECHV HOME VISITATION PROGRAM Approve and accept an award for Grant Application (RFGA2022-003-007) by the Arizona Department of Health Services (ADHS) to Maricopa County by and through its Department of Public Health (MCDPH) for the Nurse Family Partnership (NFP) grant to provide additional funding for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Home Visiting Services program. This new Notice of Award (NOA) is a continuation of a previously approved IGA Contract under ADHS17-155910. The NOA is for a period of performance beginning January 14, 2022, through January 13, 2027. The anticipated funding is expected to be $1,298,969.10 per year through January 13, 2027. Due to variances in the federal fiscal year and the NOA’s period of performance dates, the initial purchase order issued of $649,484.55 will be added to the previous IGA budgeted amount bringing it to $1,465,245.55 during the budget period of October 1, 2021, through September 30, 2022. This brings the total not-to exceed from $2,447,284.50 to $3,096,769.05 for the previous IGA Contract ADHS17-155910. The Department of Public Health FY22 indirect rate is 17.97%; therefore, indirect costs are estimated at $60,908 all of which is recoverable. The Pass Thru amount to sub-recipient Southwest Human Development not subject to indirect is $249,631. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. This competitive grant award is reoccurring and has been awarded to the department in previous years. The cash or in-kind match is not applicable. Future ongoing cash contributions are not required after the grant period. The grant award is not a mandated function but provides a benefit to of Maricopa County by providing evidence-based home visiting models to communities identified to be at risk. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. 70. AMENDMENT TO AGREEMENT WITH NURSE FAMILY PARTNERSHIP NATIONAL FOR IMPLEMENTATION OF THE NURSE-FAMILY PARTNERSHIP PROGRAM Approve Amendment 1 to the Agreement between Nurse Family Partnership (NFP) National and Maricopa County by and through its Department of Public Health (MCDPH), Office of Family Health, for the implementation of the Nurse Family Partnership Program. MCDPH will exercise the automatic renewal clause and extend the expiration date to October 31, 2024. In addition, Exhibit D will be replaced with an updated Fees listing for the new year. An additional $60,000 for the new term shall be added to the agreement for a new not to exceed amount of $120,000. The purpose of the Agreement is to solidify program benefits for low-income, first-time mothers to develop behaviors to enable healthier pregnancies and attain greater economic self-sufficiency. Fees for NFP training/education services will be billable and paid through grant funding from Arizona Department of Health Services (MIECHV). The grant award for the Nurse-Family Partnership Home Visitation in South Phoenix was approved by the Board on March 9, 2022, as C-86-22-124-X-00. Fees for NFP training/education services will be billable and paid through grant funding from Arizona Department of Health Services (MIECHV). The grant award for the Nurse-Family Partnership Home Visitation in South Phoenix was approved by the Board on March 9, 2022, as C-86-22-124-X-00. Procurement authority for this expenditure is pursuant to MC1-102C, Prior Designation. This Agreement specifies the mechanisms and means for continued implementation of the Program and NFP’s training and support services. This Agreement allows the Office of Family Health to use the NFP model in its provision of community health nursing services. MCDPH, Office of Family Health, has adopted and implemented the Nurse Family Partnership model in the South Phoenix Region to provide comprehensive community health nursing services to eligible families. Through this program, MCDPH has established and expanded home visitation programs to support parents and caregivers in the ability to promote their children’s optimal development and health.
