46. ACCEPT NEW FUNDING FROM DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR MARICOPA COUNTY PUBLIC HEALTH CRISIS RESPONSE COOPERATIVE AGREEMENT Approve the retroactive acceptance of new grant funds from Department of Health and Human Services (HHS) for Public Health Crisis Response in the amount not-to-exceed $1,339,555.00 to support the county’s ability to rapidly mobilize, surge, and respond to public health emergencies. The grant award began on January 17, 2025, and ends January 16, 2026. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 15% indirect cost reimbursement as delegated in the Grant Agreement. The MCDPH indirect rate for FY25 is 15.79%. Full indirect costs are estimated at $27,460.87 of which $26,086.96 is recoverable and $1,373.91 is unrecoverable. Program costs not covered by the grant will be subsidized by the MCDPH indirect cost pool. Departmental indirect rates are re-established at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. This grant was competitive, and it is unknown whether the grant will be awarded again. There is no in-kind match requirement, and the grant does not require on-going cash contributions. The grant award is not a mandated function but does enable the county to prepare for future public health emergencies. (C-86-25-056-X-00)

93. AMENDMENT TO NOTICE OF AWARD AGREEMENT TERMS AND CONDITIONS FOR THE PUBLIC HEALTH CRISIS RESPONSE COOPERATIVE AGREEMENT Approve Notice of Award (NOA) agreement with Centers for Disease Control and Prevention (CDC) and Maricopa County by and through its Department of Public Health (MCDPH) to incorporate updated terms and conditions. Updated terms and conditions apply to the following NOA: • 6 NU90TP922302-01-03; Maricopa County Public Health Crisis Response Cooperative Agreement The above-named contract is hereby amended as specified below: 1. Terms and Conditions a. Applicable Regulatory Provisions: Prior to October 1, 2025, this award was subject to 45 CFR 75 except for eight flexibilities from 2 CFR 200 adopted by HHS on October 1, 2024. After October 1, 2025, this award is subject to any applicable provisions of 2 CFR 200 and 2 CFR 300. b. Termination: Prior to October 1, 2025, this award was subject to the termination provisions at 45 CFR 75.372. Starting on October 1, 2025, this award is subject to the termination provisions at 2 CFR 200.340. Pursuant to 2 CFR 200.340, the recipient agrees by accepting this award that continued funding for the award is contingent upon the availability of appropriated funds, recipient satisfactory performance, compliance with the terms and conditions of the award, and a decision by the agency that the award continues to effectuate program goals or agency priorities.
