1. AMENDMENTS TO THE MARICOPA COUNTY STRATEGIC PLAN FOR FY 2010 AND FY 2015 Adopt amendments to the Maricopa County Strategic Plan for FY 2010 to FY 2015. The Maricopa County Board of Supervisors’ Countywide Strategic Plan is meant to guide county government actions to address current and future needs in Maricopa County. It sets direction for county government regarding its roles and responsibilities, and Maricopa County government officials will use it to help guide decision-making. The strategic plan is not a detailed operational plan, nor does it contain specific budget recommendations. Instead, it presents a vision for Maricopa County’s future, and, in particular, outlines county government’s role in achieving that future. The FY 2010-2015 plan was adopted by the Maricopa County Board of Supervisors on June 7, 2010 (C-20-10-079-6-00). The proposed amendments (attached) are in response to comments from Board members at the June 7th meeting, as well as completion of some items that were not fully developed in time for the initial plan adoption. The amendments include completion of the strategic goals regarding childhood obesity, youth development and economic strength, along with interim goals related to the county’s carbon footprint and cost-efficiency of county services in relation to other counties. Further refinement of the last two goals will be presented to the Board at a later date. The original nine strategic priorities have been increased to ten by moving transportation to a priority distinct from economic strength, and goals were moved between priorities. Implementation committees are being formed comprising of department leadership and staff, whose responsibilities will include: (a) developing key performance measures/indicators to track progress toward achieving the strategic priorities and goals; (b) working with cross-department teams to identify innovative and collaborative strategies to advance progress toward the goals, (c) monitoring the plan’s implementation and progress toward achieving goals; and (d) reporting on progress. 2. RESOLUTION ON COUNTY SUPPORT FOR ECONOMIC DEVELOPMENT PROJECTS Approve a Resolution for “County Support for Economic Development Projects.” Maricopa County has two complementary new strategic goals pertaining to economic development. One is to increase Maricopa County per capita personal income relative to 97.5% of per capita income for the United States as a whole. The second is to increase the share of employment in base industries relative to overall employment within Maricopa County (as measured by employment in high-tech manufacturing in the Greater Phoenix area) to 3.2%. To meet these goals, the County is authorized by A.R.S. §11-254.04 to appropriate and spend public monies for and in connection with economic development activities that it has found and determined will assist in the creation or retention of jobs or will otherwise improve or enhance the economic welfare of the inhabitants of Maricopa County. The proposed Resolution outlines a program to provide funding for targeted economic development projects that are found and determined will assist in the creation or retention of jobs or will otherwise improve or enhance the economic welfare of the inhabitants of Maricopa County.
