1. HEAD START/EARLY HEAD START PROGRAM UPDATE, AND APPROVAL OF APPLICATION AND ACCEPTANCE OF FY 2014-2015 BASE GRANT FUNDING Presentation regarding the 2013-2014 Head Start/Early Head Start Program, presentation of Application for 2014-2015 Base Funding Grant Funding. At the conclusion of the presentations, approve the submittal of the application and acceptance of base grant funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09CH7096, in the not-to-exceed amount of $22,712,362 for the purpose of promoting school readiness for up to 2,614 children in the Maricopa County Head Start Zero-Five program. The grant award begins on July 1, 2014 and ends on June 30, 2015. Approval of this action will authorize the Chairman to sign all documents related to these grant funds and submission of any application for additional supplemental funding, as applicable. The sub-recipient (delegate) of this grant will receive up to $8,215,845 of the total grant funds to provide services to Head Start/Early Head Start children in the West Valley of Maricopa County. The grant award begins on 07/01/2014 and ends on 06/30/2015. The FY 2014 Human Services Department negotiated U.S. Department of Health and Human Services approved indirect cost rate is 18.8% of salaries and employee related expenses. The FY 2015 indirect cost rate submitted for approval is 20.2% of salaries and employee related expenses. Total grant funds are $22,712,362 of which $10,138,781 are for salaries and employee related expenses. The total estimated indirect costs are $2,048,034 and are fully recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This grant does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. The base grant refunding application is due to the Region IX Head Start Office no later than April 1, 2014. Base funds are awarded only three to seven days prior to the start of the grant period, which is the reason for seeking advance approval to accept these funds. The Office of Head Start requires the Maricopa County Board of Supervisors Chairman to sign all grant applications, applications for additional funds, as well as amendments to grant applications. Amendments are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. Federal funds that are awarded require a 25% non-federal share match ($5,672,486) which is provided through in-kind donations of goods and services. (C-22-14-058-G-00) Bruce Liggett, Human Services Director Alecia Jackson, Interim Head Start Director
