IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES (ADHS) FOR ‘HEPATITIS C TESTING AND PATIENT NAVIGATION’ Approve a cost reimbursement IGA and new grant funds from ADHS in the not-to-exceed amount of $223,664 for the purpose of increasing Hepatitis C testing, linkage to care and treatment among vulnerable populations in Maricopa County. The budget period is August 1, 2020 through July 1, 2021. The IGA term is August 1, 2020 through July 31, 2025. This is a new grant and it is not certain whether it will continue beyond the initial five-year term. The award was non-competitive and there is no cash or in-kind match required. This project is not mandated but provides a benefit to County residents through the provision of Hep C services. Should the grant be discontinued, ongoing cash contributions should not be required. The Department of Public Health indirect rate for FY2020-21 is 18.8%. Full indirect costs are estimated at $35,395, all of which is recoverable. Program costs not allocated to the grant will be covered by the MCDPH indirect cost pool. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law.
