59. IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR COMMUNITY HEALTH WORKER PRACTICUM Approve an Intergovernmental Agreement (IGA) DI24-002413 between the Arizona Department of Economic Security (ADES), and Maricopa County by and through its Department of Public Health (MCDPH), to increase health care coordination, health education, and wellness group organizations through the funding of Community Health Worker candidate practicums. The not-to-exceed amount is $99,108 per year. The term of this Agreement shall begin on date of last signature and shall end on April 30, 2025, unless otherwise amended. The Department of Health’s indirect rate for FY24 is 15.65%. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 15.00%. The full indirect costs are estimated at $13,487.35 of which $12,927.17 is recoverable and $560.18 is unrecoverable. Program costs not covered by the grant will be subsidized by the MCDPH indirect cost pool. Departmental indirect rates are re-established at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. This is the first time this grant has been awarded to MCDPH, but it is unknown if it will be awarded after the intended term ends. It is non-competitive and there is no cash or in-kind match required. The services this grant provides are not mandated functions but provide valuable benefits to the community. Future or ongoing contributions are not required after the grant period ends. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by state funding through ADES and will not affect the County’s general fund. (C-86-24-175-X-00)

AMENDMENT TO IGA WITH THE DEPARTMENT OF ECONOMIC SECURITY FOR COMMUNITY HEALTH WORKER PRACTICUM Approve Amendment one (1) between Arizona Department of Economic Security (ADES) and Maricopa County by and through Maricopa County Department of Public Health for Intergovernmental Agreement (IGA) DI24-002413 to increase health care coordination, health education, and wellness group organizations through the funding of Community Health Worker candidate practicums. Pursuant to the Intergovernmental Agreement (IGA) Section 15 Extension, the Parties hereby agree to amend the Agreement as follows: 1. The Agreement is extended from May 1, 2025, through September 30, 2026. 2. Section 14.0 Exhibit A – Itemized Service Budget for May 1, 2024, through September 30, 2026 is attached. Pursuant to the Intergovernmental Agreement (IGA) Section 17, Amendments, the Parties hereby agree to amend the Agreement as follows: 1. The Itemized Service Budget, Exhibit A, for May 01, 2025, through September 30, 2026, is revised. The total allocation remains $99,108.33. 2. The revised Itemized Service Budget, Exhibit A, is being replaced and attached. All other terms and conditions of the original contract shall remain in full force and effect. (C-86-24-175-X-02)
