Jail Enhancement revenue is not local revenue for the purpose of the constitutional expenditure limitation, and therefore expenditure of this revenue is not prohibited by budget law. Also direct the Office of Management and Budget to institute a line item budget review process through which all expenditures from the Jail Enhancement Fund will be reviewed for compliance with the established budget and existing guidelines. Those expenditures found to be inappropriate will be transferred to the Sheriff’s General Fund operating budget or another budgeted fund within the Sheriff’s Office. The Sheriff’s Office formerly maintained an outside bank account for Jail Enhancement funds in addition to its budgeted account.
