IGA WITH CITY OF SURPRISE FOR COMMUNITY ACTION PROGRAM ACTIVITIES Approve an Intergovernmental Agreement (“Agreement”) between the City of Surprise (“Contractor”) and Maricopa County, administered by its Human Services Department (“County”). The Contractor and County are collectively referred to here as the “Parties” and individually as a “Party.” The purpose of the Agreement is to provide Community A ction Program (CAP) services in specific geographic areas and service boundaries. CAP services include the delivery of Crisis Case Management and the coordination of services to assist low-income households in crisis situations, and to move closer to econo mic self-sufficiency. The County shall provide the Contractor with $474,375 for services delivery; period of funding availability and term of the Agreement is July 1, 2022 through June 30, 2023. The County contracts with the City for the provision of Community Action Program (CAP) services in specific geographic areas and service boundaries. CAP services include the delivery of Crisis Case Management and the coordination of services to assist low-income households in crisis situations, and to move closer to economic self-sufficiency. The purpose of Amendment No. 1 is to address the following: A. Revise Section 4 (Budget and Compensation), paragraph 1.2 (Funding), subparagraph 1.2.3 by removing in its entirety and replacing. B. Revise Section 4 (Budget and Compensation), paragraph 1.5 (Operating Budget) by removing in its entirety and replacing. The County shall provide the Contractor with an increase funding amount of $268,125 for the period of January 1, 2023, through June 30, 2023. The Agreement amount is now increased to a total of $536,250. The foregoing paragraphs contain all the changes made by this Amendment No. 1. All other terms and conditions of the Agreement and approved Amendments remain in full force and effect. This Amendment No. 1 shall be effective upon approval and signature by both Parties. The City and County are collectively referred to here as the “Parties” and individually as a “Party.” The purpose of the Agreement is to provide Community Action Program (CAP) services in specific geographic areas and service boundaries. CAP services include the delivery of Crisis Case Management and the coordination of services to assist households with low-income in crisis situations, and to move closer to economic self-sustainability. The purpose of this Amendment No.2 is to address the following: A. Extend the Agreement term from July 1, 2023, through June 30, 2024. B. Revise Section 3 (Work Statement), by removing it in its entirety and replacing with a new Scope of Work. C. Revise Section 4 (Budget and Compensation), paragraph 1.5 (Operating Budget) by removing in its entirety and replacing the Operating Budget. The County shall provide the Contractor with a not to exceed amount of $482,625 for the period of July 1, 2023, through June 30, 2024, fiscal year 2024. The forgoing paragraphs contain all the changes made by this Amendment No.2. All other terms and conditions of the Agreement and approved Amendment remain in full force and effect. Revise and replace Section 3 (Work Statement) in its entirety. D. Revise Section 4 by incorporating a new attached Operating Budget for the ADOH Housing Stability Flex Program into the Agreement. The County shall provide the City with $115,000, for the period of April 1, 2025 (Fiscal Year 2025), through June 30, 2026 (Fiscal Year 2026). Unexpended funds from Fiscal Year 2025 shall be available for expenditures in Fiscal Year 2026. E. The new total Agreement funding amount is $505,324. The County and the Contractor collectively are referred to as the “Parties.” The County contracts with the City for the provision of Community Action Program (CAP) services in specific geographic areas and service boundaries. CAP services include the delivery of Crisis Case Management and the coordination of services to assist low-income households in crisis situations move closer to economic self-sufficiency. The County provided the Contractor with $390,324 for Fiscal Year 2025 for service delivery. This funding is made available to the County through an Intergovernmental Agreement with the Arizona Department of Economic Security (ADES), under contract DI20-002264, comprised of Community Services Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP) and American Rescue Plan Act (ARPA) and County General Funds. The term of the Agreement is July 1, 2024, through June 30, 2025. The purpose of Amendment No. 6 is to address the following: A. Extend the Agreement term from July 1, 2025, through June 30, 2026. B. Retroactive to July 1, 2024, Fiscal Year 2025, as amended, in accordance with 2 C.F.R. 200.331(a), the City of Surprise shall be identified as “Subrecipient” for the purpose of carrying out the activities identified in the Work Statement in Section 3. C. Revise the Agreement funding by an amount not to exceed $386,100 for Fiscal Year 2026. The funding sources for this Amendment may include but are not limited to the following: 93.569 Community Service Block Grant (CSBG), 93.568 Low Income Home Energy Assistance Program (LIHEAP), 21.027 Coronavirus State and Local fiscal Recovery Funds (SLFRF). D. Revise Section 1(General Provisions) to add required Agreement clause. E. Revise Section 2 (Special Provisions) Paragraph 4.0 (System for Award Management), to add subparagraph 4.4. F. Revise and replace Section 3 (Work Statement) in its entirety. G. Revise Section 4 (Budget and Compensation), Paragraph 1.5 (Operating Budget) and replace the the Operating Budget by incorporating a new attached Operating Budget into the Agreement. The County shall provide the Subrecipient with a not to exceed amount of $386,100 for the period of July 1, 2025, through June 30, 2026 (Fiscal Year 2026). Unexpended funds from Fiscal Year 2025 shall not be available for expenditures in Fiscal Year 2026. H. In accordance with 2 CFR 200.332(b)(1)(xii), the County shall provide the Subrecipient with the FY2026 final expenditure dollar amounts made available under each federal award program (according to Assistance Listing Number (ALN) within 60 days after June 30, 2026. AMENDMENT TO IGA WITH CITY OF SURPRISE FOR COMMUNITY ACTION PROGRAM ACTIVITIES (Supervisor District: 4) Approve financial Amendment No. 7 to the Intergovernmental Agreement (IGA) between the City of Surprise (Subrecipient) and Maricopa County, administered by its Human Services Department (County) Community Resilience Division. The County and the Contractor collectively are referred to as the “Parties.” The County contracts with the Subrecipient for the provision of Community Action Program (CAP) services in specific geographic areas and service boundaries. CAP services include the delivery of Crisis Case Management and the coordination of rent and utility benefits to assist low-income households in crisis situations to prevent eviction and move closer to economic self-sufficiency. The County provided the Subrecipient with $386,100 for Fiscal Year 2026 funding for CAP services comprised of but not limited to funding through an Intergovernmental Agreement (IGA) with Arizona Department of Economic Security (DES) under IGA DI25-002428, Community Service Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP) and American Rescue Plan Act (ARPA) funds. The County further provided $115,000 in funding through ARPA State and Local Fiscal Recovery funds (SLFRF) under (ALN) 21.027, all funding to be fully expended by June 30, 2026. The current term of the Agreement is July 1, 2025, through June 30, 2026. The County and the Subrecipient collectively are referred to as the “Parties.” The purpose of Amendment No. 7 is to address the following: A. Revise the Agreement amount to increase the CAP services funding by $27,250 in ARPA-SLFRF funds under ALN 21.027, for Fiscal Year 2026 (FY26), funds to be fully expended by June 30, 2026. B. Update Maricopa County Representative point of contact. C. Revise Section 4 (Budget and Compensation), Paragraph 1.5 (Operating Budget) and replace the CAP Services Operating Budget by incorporating a new attached budget into the Agreement. The County shall provide the Subrecipient with a not to exceed amount of $413,350 for the CAP services budget period of July 1, 2025, through June 30, 2026. Unexpended funds from Fiscal Year 2026 shall not be available for expenditures in Fiscal Year 2027. This Amendment No. 7 shall be effective upon approval and signature by both Parties.
