Request: Adopt Resolution No. 13689 authorizing:
1. Contract No. 2026-078-COS, an intergovernmental agreement (IGA) with the Flood Control
District of Maricopa County, in an estimated total project amount of $1,600,000, of which the
City’s share is estimated to be $600,000.
2. Contract No. 2026-079-COS, a development agreement with Optima Camelview Village
Condominium Association, delegating the City’s financial responsibility under the IGA to Optima
Camelview Village Condominium Association and making the City’s financial obligation for the
project equal to zero.
3. A Fiscal Year 2026/27 Capital Improvement Plan contingency budget appropriation transfer, of up to
$1,600,000, to a newly created capital project to be funded by reimbursements from the Flood
Control District and Optima Camelview Village Condominium Association.

$12,907,921.55, to provide Design Build Manager (DBM) construction services for Capital Project
PD2503 to build a new parking structure in Old Town Scottsdale.
2. The City Manager, or designee, to execute any other documents and take such other actions as
necessary to carry out the intent of this Resolution.

1. Contract No. 2026-124-COS, an Administrative Settlement Agreement and Order on Consent of
Remedial Investigation and Feasibility Study, with the United States Environmental Protection
Agency (USEPA) and the Siemens Corporation.
2. Contract No. 2026-125-COS, a Cooperation and Allocation Agreement, with Motorola Solutions
as indemnitor of Siemens Corporation.
3. A budget appropriation transfer, of up to $360,000, from the Fiscal Year 2026/27 Water Capital
Fund Contingency to Project 15-Build 200 Space Parking Lot of 75th Street to serve the City Court
and Scottsdale Stadium.
4. A cash transfer, of up to $360,000, to Project 15-Build 200 Space Parking Lot of 75th Street to
serve the City Court and Scottsdale Stadium from the Water Operating Fund to the Project 15-
Build 200 Space Parking Lot of 75th Street to serve the City Court and Scottsdale Stadium, to be

Public Comment time is reserved for Scottsdale citizens, business owners, and/or property owners to
comment on non-agendized items that are within the Council’s jurisdiction. No official Council action can be
taken on these items. Advocacy for or against a candidate or ballot measure during a Council meeting is not
allowed pursuant to State law and is therefore not deemed to be within the Council’s jurisdiction.
Public Comment is limited to a maximum of 12 speakers and a total of 36 minutes. Speakers are limited
to three minutes to address the Council during “Public Comment.” A Request to Speak form must
be submitted before the Mayor announces the Public Comment period.

Citizen Petitions: This portion of the agenda is reserved for the submission, presentation, and
consideration of citizen petitions. There is no limit on the number of petitions a citizen may submit;
however, each citizen is limited to a total time of three minutes to speak to his/her petition(s). A
Request to Speak form must be submitted, together with the petition(s), to the City Clerk’s Office at least
two business days before the requested Council Meeting date. Following the presentation of the
