1. IGA WITH CITY OF BUCKEYE FOR THE USE AND MANAGEMENT OF GENERAL JOE FOSS SHOOTING COMPLEX AT BUCKEYE HILLS REGIONAL PARK Approve and execute Intergovernmental Agreement between Maricopa County (“County”) and the City of Buckeye (“City”) (“Agreement”) for the City to provide public use, shooting education, and law enforcement training at the General Joe Foss Shooting Complex at Buckeye Hills Regional Park (“Complex”). The term of the Agreement will be twenty (20) years with a provision for renewal for four (4) additional periods of five (5) years each upon thirty (30) days written notice to renew prior to the end of the term or the renewal term, as the case may be. The Assistant County Manager of Maricopa County, County’s Director of Parks and Recreation, or his/her delegee shall administer the Agreement. Supervisory Districts: 5 (C-30-25-003-X-00)

2. COMMUNITY FUNDING FOR ARIZONA BOARD OF REGENTS ON BEHALF OF ARIZONA STATE UNIVERSITY FOR ADDRESSING LIFE EXPECTANCY GAPS Authorize the Community Solutions Funding Proposal request for Arizona Board of Regents on behalf of Arizona State University (ASU) College of Health Solutions (CHS) who is partnering with the Equality Health Foundation (EHF) to address significant life expectancy gaps in District 5 of South Phoenix, where residents face a 14-year life expectancy gap compared to North Scottsdale. The amount of funding is $1,000,000.00. The Board of Supervisors’ Community Solutions Funding (CSF) is primarily intended to cover the cost of initiatives that carry the potential of advancing Maricopa County’s Strategic Goals and provide a clear public benefit for Maricopa County residents. The Associated Maricopa County Strategic Goal is: Regional Services. Pursuant to A.R.S. 42-17106(B), authorize the following appropriation adjustments to the FY2025 budget: 1. Decrease the expenditure authority in the Non Departmental (D470) General Fund (100) Non Recurring (NRNP) budget in the line “Community Solutions Funding” (4711) by $1,000,000. 2. Increase the expenditure authority in the Non Departmental (D470) General Fund (100) Non Recurring (NRNP) budget in the line “D5-Community Solutions Funding” (4765) by $1,000,000. These actions will have a net zero impact on the County-wide budget and do not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. 3. IGA WITH ARIZONA BOARD OF REGENTS ON BEHALF OF ARIZONA STATE UNIVERSITY FOR ADDRESSING LIFE EXPECTANCY GAPS Approve a retroactive fixed-price Intergovernmental Agreement (IGA) between Arizona Board of Regents on behalf of Arizona State University (ASU), College of Health Solutions (CHS) and Maricopa County by and through its Department of Public Health (MCDPH) for the Community Well-being Hub Initiative aimed at addressing life expectancy gaps. The term of the IGA is September 01, 2024 through December 31, 2029. The not-to-exceed amount is $1,000,000 for the term of the IGA. The IGA with the ASU College of Health Solutions (ASU-CHS) establishes a framework for implementing and evaluating the Community Well-Being Hub Initiative over a five-year period. ASU-CHS will play a critical role in supporting the initiative by providing baseline assessments, periodic evaluations, and program monitoring to ensure the project’s effectiveness. ASU-CHS will also mobilize faculty, students, and community resources to foster local engagement and project leadership. Additionally, ASU-CHS will collaborate with the Equality Health Foundation (EHF) and other stakeholders to expand community coalitions and cross-sector partnerships while measuring progress and refining strategies throughout the initiative. EHF, supported by a sub-award of $890,050, will lead the implementation of the initiative with the goal of achieving continuous growth and sustainable impact. EHF will work closely with ASU-CHS to develop measurable metrics, annual targets, and community-focused programs. Both organizations will collaborate on periodic reporting and deliver a comprehensive evaluation report at the end of the five years, outlining the initiative’s overall impact. Furthermore, EHF will provide annual financial information for audits to ensure transparency and accountability. This partnership emphasizes collaboration, innovation, and dynamic adaptation to promote long-term community well-being. (C-86-25-031-X-00)
