In-Person spoken public comment is also being accepted on non-agendized items that are
within the Council’s jurisdiction. Scottsdale citizens, business owners, and/or property
owners may speak on items that are within the Council’s jurisdiction but are not on the
agenda, with a total of 36 minutes towards the end of the meeting dedicated to comment on
non-agendized items. To sign up to speak in-person on a non-agendized item that is within
the Council’s jurisdiction, please click here.

Request: Adopt Resolution No. 13741 authorizing:
1. Contract No. 2026-131-COS, a revocable license agreement with Grand Canyon Model
Railroaders to use space in the McCormick-Stillman Railroad Park’s Model Railroad Building to
operate an “S” scale model train layout.
2. The City Manager, or designee, to take such other actions necessary to carry out the intent of this
Resolution.

1. Adopt Resolution No. 13592 for a Bar Conditional Use Permit on a ±3,140 square foot portion of
the ±6,000 square foot site, zoned Central Business Downtown Overlay (C-2 DO).
2. Adopt Resolution No. 13593 for a Live Entertainment Conditional Use Permit for both bar and
restaurant of the ±6,000 square foot site, zoned Central Business Downtown Overlay (C-2 DO).
3. Adopt Resolution No. 13600 approving a request to participate in the In-lieu Parking Program for
sixteen (16) Parking Credits to be paid monthly for a new bar with live entertainment on a ±3,140
square foot portion of the ±6,000 square foot site, zoned Central Business Downtown Overlay (C-
2 DO).
4. Forward a recommendation of approval to the Arizona Department of Liquor Licenses and Control
for a location transfer of a Series 6 (Bar) State liquor license for a ±3,140 square foot portion of
the ±6,000 square foot site, zoned Central Business Downtown Overlay (C-2 DO).

taken on these items. Advocacy for or against a candidate or ballot measure during a Council meeting is not
allowed pursuant to State law and is therefore not deemed to be within the Council’s jurisdiction.
Public Comment is limited to a maximum of 12 speakers and a total of 36 minutes. Speakers are limited
to three minutes to address the Council during “Public Comment.” A Request to Speak form must
be submitted before the Mayor announces the Public Comment period.

Citizen Petitions: This portion of the agenda is reserved for the submission, presentation, and
consideration of citizen petitions. There is no limit on the number of petitions a citizen may submit;
however, each citizen is limited to a total time of three minutes to speak to his/her petition(s). A
Request to Speak form must be submitted, together with the petition(s), to the City Clerk’s Office at least
two business days before the requested Council Meeting date. Following the presentation of the
Citizen Petition(s), each Councilmember will have one opportunity to make remarks before action is taken
on the petition(s).

City of Scottsdale.
