amendment authorizing a five-year extension to the intergovernmental agreement with Salt River
Pima-Maricopa Indian Community (SRPMIC), extending the term through July 1, 2031, for a minimum
of 260 prisoner transports in the first year for a flat fee of $94,296, minus a one-time credit of $44,972
for unused transports from Fiscal Year 2025/26, and years 2 through 5 allowing a minimum 225
prisoner transports each fiscal year at an annual rate of $81,602. Prisoner transports beyond 225 will
be reimbursed at a rate of $362.68 per transport and no credits for unused transports will be issued
after the first year.

appropriate in order to pursue remedies available to the City of Scottsdale resulting from the

PUBLIC COMMENT
Public Comment time is reserved for Scottsdale citizens, business owners, and/or property owners to
comment on non-agendized items that are within the Council’s jurisdiction. No official Council action can be
taken on these items. Advocacy for or against a candidate or ballot measure during a Council meeting is not
allowed pursuant to State law and is therefore not deemed to be within the Council’s jurisdiction.
Public Comment is limited to a maximum of 12 speakers and a total of 36 minutes. Speakers are limited
to three minutes to address the Council during “Public Comment.” A Request to Speak form must
be submitted before the Mayor announces the Public Comment period.
CITIZEN PETITIONS ITEM 28
Citizen Petitions: This portion of the agenda is reserved for the submission, presentation, and
consideration of citizen petitions. There is no limit on the number of petitions a citizen may submit;
however, each citizen is limited to a total time of three minutes to speak to his/her petition(s). A
Request to Speak form must be submitted, together with the petition(s), to the City Clerk’s Office at least
two business days before the requested Council Meeting date. Following the presentation of the

Request: At the request of Councilwoman McAllen, direct the City Manager, City Attorney, and City
Treasurer to agendize a future City Council Meeting item for possible action regarding the creation of
a formal program and permanent memorial honoring City of Scottsdale employees who have died in
the line of duty. This should include options for memorial design, potential locations, eligibility criteria
for inclusion, and identification of related budgetary needs.
Note: The only possible Council action to be taken on Item No. 29 is: (1) Direct the City Manager or
responsible Charter Officer to agendize the item for a future meeting; (2) Direct the City Manager or
responsible Charter Officer to investigate the matter and prepare a written response to the Council; or

Work Study Sessions: Work Study Sessions provide a less formal setting for the Mayor and Council to
