41. MARICOPA COUNTY TELEWORKING POLICY (HR2409) REVISION Approve the revisions to the Maricopa County Teleworking Policy ( HR2405 HR2409) effective November 18, 2020. This revision clarifies that due to varying state tax and labor laws, employees are not allowed to telework outside of Arizona, adds a requirement to forward phones while teleworking, adds a daily deliverable requirement, and indicates teleworkers who are unable to work for more than one hour due to a personal technology issue must make up the time or use their vacation. This Policy applies to all Maricopa County appointed departments as well as the Flood Control District of Maricopa County, the Maricopa County Library District, and the Maricopa County Stadium District (Special Districts). The Board of Supervisors is authorized to jointly adopt policies applying to the Special Districts under the Intergovernmental Agreement, C-06-18-393-6-00, approved on April 11, 2018. The Board of Supervisors is authorized to jointly adopt policies applying to the Special Districts under the Intergovernmental Agreement, C-06-18-393-6-00, approved on April 11, 2018. This Policy also applies to employees of County elected offices unless the elected official has implemented a similar policy specific to his or her office. This Policy was originally approved by the County Manager in July 1998 and was revised on 9/20/05. These revisions add language to restrict the authorization of electronic funds transfers (EFT) to Office of Budget and Finance only, clarifies the process required for EFT requests, and makes overall policy language clarifications. This Policy applies to all Maricopa County elected offices and appointed departments as well as the Flood Control District of Maricopa County, the Maricopa County Library District, and the Maricopa County Stadium District (Special Districts). Human Resources recommends updating the Veterinarian Sign-on Incentive. These premium pay rates apply to the County’s elected offices, appointed departments, Judicial Branch of Maricopa County, which receives funding from Maricopa County, the Flood Control District of Maricopa County, and the Maricopa County Library District (Special Districts). The Board of Supervisors is authorized to jointly adopt policies applying to the Special Districts under the Intergovernmental Agreement, C-06-18-393-6-00, approved on April 11, 2018. Approve retention incentives for current medical examiners that mirror the County’s medical examiner sign-on incentives. The County continues to struggle to recruit and retain medical examiners. The retention incentives below will help address retention issues for medical examiners who are not eligible for the sign-on incentive. Incentive for Those Participating in the Professional Loan Repayment Program: $7,500 in November 2023 and $7,500 in November 2024. Incentive for Those Not Participating in the Professional Loan Repayment Program: $12,500 in November 2023 and $12,500 on the first paycheck in November 2024. Eligibility: Medical examiners Hired before 10/18/23 (the effective date of the medical examiner sign-on incentive program). Repayment Clause: Employees who receive the retention incentives and voluntarily leave County employment must repay all retention incentives received during the last 12 months before their separation. MARICOPA COUNTY EMPLOYEE MERIT RESOLUTION AND RULES REVISIONS Approve the revisions to the Maricopa County Employee Merit System Resolution and the Maricopa County Employee Merit Rules effective 11/01/2023. These revisions merge the resolution and rules into one document, update and simplify language, remove outdated merit system language (e.g., referral lists, eligible lists, assessments, and job announcements), allow the Commission and Director to deliver notices in person, by certified mail, or electronically, removes initial probation from promotions within the same department, and returns employees on promotional probation not meeting expectations to a vacant classified position at the same level they had before the promotion. If one is not available, employees can be demoted or dismissed. 48. MARICOPA COUNTY CODE OF CONDUCT (HR2416) REVISION Approve the revisions to the Maricopa County Code of Conduct (HR2416) effective February 7, 2024. This revision updates the political activity section of the Code of Conduct to be consistent with the rules for Classified Employees found in the Employee Merit Rules and clarifies that only service animals are allowed in the workplace. This Policy applies to all employees of Maricopa County-appointed departments as well as the Flood Control District of Maricopa County and the Maricopa County Library District (Special Districts). 65. NEW COUNTY POLICY- ARTIFICIAL INTELLIGENCE (AI) USAGE – A2247 Approve County policy, Artificial Intelligence (AI) Usage - A2247. This new county policy establishes information security guidelines for the use of Artificial Intelligence (AI) systems aimed at mitigating associated risks. The objective is to protect the confidentiality, integrity, and availability of all data. This policy applies to all departments appointed by Maricopa County, elected offices, the Flood Control District of Maricopa County, and the Maricopa County Library District (Special Districts). The Board of Supervisors is authorized to adopt policies for the Special Districts in conjunction with the Intergovernmental Agreement (IGA), C-06-18-393-6-00, which was approved on April 11, 2018. The Judicial Branch, including the Superior Court, Adult Probation, Juvenile Probation, and Justice Courts, has agreed to adhere to County information technology policies, unless it has its own equivalent or more stringent policies. 54. FY 2026 PERFORMANCE-BASED RETENTION PAY PLAN Approve the FY 2026 Performance-Based Retention Pay Plan that uses allocated funding for retention pay and critical recruitment-based equity pay. This discretionary plan enhances retention and incentivizes employees’ performance so they are engaged and continue to provide quality services to County residents. This plan applies to the County’s elected offices, appointed departments, the Judicial Branch of Maricopa County, which receives performance-based funding from Maricopa County, and the Flood Control District of Maricopa County and the Maricopa County Library District (Special Districts).
