18. VOLUNTARY PAYROLL DEDUCTION FOR EMPLOYEE PURCHASE OF PARK ANNUAL PASSES Approve the use of the Maricopa County payroll deduction system for any County employee electing to purchase a Maricopa County Parks and Recreation Annual Pass, allowing incremental payments from each paycheck. The cost of an Annual Pass will be divided into equal payments over the 26 bi-weekly pay periods and automatically deducted. In early 2011, an idea was submitted via The Idea Factory to provide Maricopa County Parks and Recreation Annual Passes to all County Employees as a way to improve the health and fitness of the workforce. The initial request was to provide annual passes through the employee benefits trust fund, providing each employee with access to the extensive hiking, biking, and other physical fitness opportunities within the Maricopa County Park System. This idea was not feasible financially for the trust fund but the idea of allowing employees to deduct a small amount from each paycheck was allowable. If approved, employees would be given the option to purchase an annual pass through a payroll deduction each pay period. Through parks new automated point-of-sale and on-line reservation system, annual passes can be electronically cancelled if an employee leaves employment with the county, prior to paying the full amount for their annual pass. A-6. RECEIPT OF ADDITIONAL VERTICAL PROSECUTION FUNDS FROM ARIZONA AUTOMOBILE THEFT AUTHORITY Approve the receipt of additional grant funds from the Arizona Automobile Theft Authority in the amount of $35,339.00, amend the agreement previously approved by the Board of Supervisors on September 28, 2011 (C-19-12-014-G-00), and authorize the Chairman to sign all applicable documents. These grant funds are intended to be used exclusively for reimbursement of expenditures related to the prosecution of Arizona Vehicle Theft Task Force auto theft cases. The amendment commences on January 1, 2012. In accordance with paragraph 1, page 2, of the agreement, the grant allows a 0% rate for indirect costs, or $0 that may be incurred by the County Attorney’s Office of Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the County Attorney’s composite indirect cost rate for FY 2011-12 at 13.6%, or $4,806. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $4,806. This grant does not require Maricopa County to provide any matching funds, nor does it require any on-going continuation of effort after termination of the grant program. Grant revenues are not “local revenues” for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by budget law. The agreement is amended by increasing the award by $35,399 and increasing the total award to $109,788.00. These grant funds are intended to be used exclusively for reimbursement of salary expenditures of prosecutors who will give priority to the prosecution of Arizona Vehicle Theft Task Force auto theft cases. The Arizona Automobile Theft Authority enters into this agreement pursuant to its authority granted under A.R.S. §41-3451. The grant will expire at the end of the agreement, unless prior written approval for an extension has been obtained from the Arizona Automobile Theft Authority. The funds will be used to track and report total number of vehicle theft cases filed, of vehicle theft cases adjudicated, type of sentencing imposed, responses to Arizona State task force investigative activities, repeat offenders, and report convictions. The Maricopa County Attorney’s Office has received Maricopa County Board of Supervisors approval for the acceptance of Arizona Automobile Theft Authority awards since FY 97/98. (C-19-12-014-G-01)
