Development of the site shall be in substantial conformance with the Narrative Report entitled “Riverwalk”, consisting of 25 pages, dated April 23, 2021, and stamped received April 23, 2021, except as modified by the following conditions and removing minimum age requirements with a revised narrative dated October 28, 2025. b. The following Planning Engineering conditions shall apply: 1. No development approval is inferred by this review, including, but not limited to number of proposed building lots, drainage design, access and roadway alignments. These items will be addressed as development plans progress and are submitted to the County for further review and/or entitlement. 2. The traffic study is under review at MCDOT. MCDOT comments will be provided to the applicant as part of the preliminary plat review (case number S2021007). 3. Engineering review of re-zone cases is conceptual in nature. All development and engineering design shall be in conformance with Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; and current engineering policies, standards and best practices at the time of application for construction. c. All buildings subject to noise attenuation as per State law and Maricopa County requirements. d. The master developer shall notify future homeowners that they are located within the state-defined “territory in the vicinity of a military airport” with the following language: “You are buying a home or property in the ‘vicinity of a military airport’ as described by State of Arizona statute ARS §28-8481. Your house should include sound attenuation measures as directed by State law. You will be subject to direct over flights and noise by Luke Air Force Base jet aircraft in the vicinity. Luke Air Force Base executes over 200,000 flight operations per year, at an average of approximately 170 overflights per day. Although Luke's primary flight paths are located within 20 miles from the base, jet noise will be apparent throughout the area as aircraft transient to and from the Barry M. Goldwater Gunnery Range and other flight training areas. Luke Air Force Base may launch and recover aircraft in either direction off its runways oriented to the southwest and northeast. Noise will be more noticeable during overcast sky conditions due to noise reflections off the clouds. Luke Air Force Base's normal flying hours extend from 7:00 a.m. until approximately midnight, Monday through Friday, but some limited flying will occur outside these hours and during most weekends. For further information, please check the Luke Air Force Base website or contact the Maricopa County Planning and Development Department.” Such notification shall be recorded on all Final Plats, be permanently posted on not less than a 3 foot by 5 foot sign in front of all home sales offices, be permanently posted on the front door of all home sales offices on not less than an 8½ inch by 11 inch sign, and be included in all covenants, conditions, and restrictions (CC&Rs) as well as the Public Report and conveyance documents. e. Noncompliance with any Maricopa County Regulation shall be grounds for initiating a revocation of this Zone Change as set forth in the Maricopa County Zoning Ordinance. f. The property owner/s and their successors waive claim for diminution in value if the County takes action to rescind approval due to noncompliance with conditions. g. The granting of this change in use of the property has been at the request of the applicant, with the consent of the landowner. The granting of this approval allows the property to enjoy uses in excess of those permitted by the zoning existing on the date of application, subject to conditions. In the event of the failure to comply with any condition, the property shall revert to the zoning that existed on the date of application. It is, therefore, stipulated and agreed that either revocation due to the failure to comply with any conditions, does not reduce any rights that existed on the date of application to use, divide, sell or possess the property and that there would be no diminution in value of the property from the value it held on the date of application due to such revocation of the Zone Change. The Zone Change enhances the value of the property above its value as of the date the Zone Change is granted and reverting to the prior zoning results in the same value of the property as if the Zone Change had never been granted. h. The following Maricopa County Department of Transportation’s Planning comments shall apply: 1. Patton Rd. is classified as a principal arterial roadway requiring a fee dedication of 65’ half-width right-of-way from the section line, as per Section 804 of the updated Zoning Ordinance. 2. The applicant is required to provide, at their expense, an American Land Title Association (ALTA) Owner’s Policy of Title Insurance illustrating title vested in Maricopa County, a political subdivision of the State of Arizona. It is the developer’s responsibility to determine if the existing right-of-way fee is simple, if it is not then the developer shall provide the right-of-way in said form. 3. The developer shall be required to improve Patton Rd. to the ultimate classification as described in Section 303 of the County’s Subdivision Regulations. Since 215th Ave. along the site’s eastern boundary and Peak View Rd. along the site’s northern boundary is not proposed to be a MCDOT roadways, the requirement for street improvements will be determined by the County’s Planning & Development Department. However, if the roadways of this future subdivision are to be MCDOT maintained roadways, then these roadways shall be improved to the standards outlined in the MCDOT Roadway Design Manual. 4. Any additional dedication and/or offsite improvement requirements shall be determined by MCDOT Traffic based on the required Traffic Impact Analysis/ Study. If a Traffic Impact Analysis/Study has been previously submitted, then approval is only valid for one year and if construction is not underway within this time period, then MCDOT reserves the right to request an updated traffic report to assess any changes in conditions. 5. Per the approved Right-of-Way Reservation Action Request, 215th Ave. along the eastern boundary of the site and Peak View Rd. along the northern boundary of the site shall have a reserved half-width right-of-way of 25’, instead of 40’. 6. These comments do not include identification of utilities or underground facilities within or adjacent to the required right-of-way that may have prior rights and/or require relocation. 7. Prior the submittal of any subdivision plat on this site, the applicant shall notify ADOT via the Red Letter Process, RedLetter@azdot.gov, since this site is proximate to the future White Tanks Frwy. e. All buildings are subject to noise attenuation as per ARS § 28-8482(B). f. The master developer shall notify future homeowners that they are located within the state-defined “territory in the vicinity of a military airport” with the following language: “You are buying a home or property in the ‘vicinity of a military airport’ as described by State of Arizona statute ARS §28-8481. Your house should include sound attenuation measures as directed by State law. You will be subject to direct overflights and noise by Luke Air Force Base jet aircraft in the vicinity. Luke Air Force Base Auxiliary Field 1 located approximately 15 miles to the northwest of Luke Air Force Base is a site of intense instrument procedure landing approaches, with approximately 12,000 flight operations per year. Aircraft will descend down to 200 feet above the ground over the Auxiliary Airfield and will create severe noise in that area. Such notification shall be recorded on all Final Plats, be permanently posted on not less than a 3 foot by 5 foot sign in front of all home sales offices, be permanently posted on the front door of all home sales offices on not less than an 8½ inch by 11 inch sign, and be included in all covenants, conditions, and restrictions (CC&Rs) as well as the Public Report and conveyance documents. For further information, please check the Luke Air Force Base website or contact the Maricopa County Planning and Development Department.” g. Prior to initial Final Plat approval or initial precise plan of development approval, the applicant shall submit to the Maricopa County Planning and Development Department confirmation of service by Liberty Utilities and an approved Certificate of Convenience and Necessity (CC&N) issued by the State of Arizona. h. The following R1-35 RUPD development standards shall apply: 1. Minimum 30,000 sq. ft. lot area. 2. This site did not include a plan of development nor did it include any details of the potential layout of expansion therefore, based on the conceptual design nature of the information submitted, changes to the site layout may be necessitated by the final engineering design of the site’s drainage infrastructure. 4. Further entitlements will require the submittal of a traffic impact study and specific use of site. 5. Maricopa County does not supply water, fire or sewer services. It is the applicant/owner’s responsibility to coordinate and secure water, fire and sewer services for this site. d. All buildings are subject to noise attenuation as per ARS § 28-8482(B). e. The following MCP standards shall apply: 1. Maximum Building Height: 45’. 2. Maximum Height of Building Appurtenances: 1’ for each 1’ setback from the MCP area perimeter, up to 100’. 3. Minimum Setbacks from the MCP area perimeter: 20’. 4. Minimum Setbacks from lot lines and noise contours within the interior of the MCP area: 0’. 5. Maximum Lot Coverage: 30% of the MCP area. 6. Minimum Parking Spaces required: 1 per 900 SF of floor area. 7. Minimum Screening: minimum 6’ wall with steel panels along perimeter or temporary chain-link fencing along interior phase lines until built out with perimeter screening; otherwise, screening interior to the MCP area is waived. 8. Minimum Surfacing for onsite driveways and parking: pavement or stabilized DG. f. Approval of a Plan of Development will be required prior to approval and issuance of construction permits to develop and establish use of the site. The Plan of Development shall incorporate the risk and hazard mitigation actions recommended by Luke Air Force Base in the Use Compatibility and Consistency Determination (UC250009) dated August 4, 2025, or in any subsequent communications from Luke Air Force Base to the applicant, developer, or property owner. g. Prior to issuance of a building permit, written confirmation will be required from the emergency fire protection jurisdiction having authority that the facility has been designed in accordance with their regulations and requirements, and that emergency fire protection service will be provided to the facility. Development of the site shall be in substantial conformance with the Zoning Exhibit entitled “Z250027 Zoning Exhibit“, consisting of 1 full-size sheet, dated November 3, 2025, except as modified by the following conditions. b. Development of the site shall be in substantial conformance with the Narrative Report entitled “NEC 491st Ave & Thomas Rd Rezone Project Narrative”, consisting of 10 pages, dated November, 2025, and stamped received December 11, 2025, except as modified by the following conditions. c. The following IND-2 IUPD standards shall apply: 1. Maximum Height – 80’ 2. Minimum Parking - 1 space per 9000 sq ft 3. Minimum Screening - A 6’ metal security fence. Chain-link fencing with razor wire is prohibited 4. Permitted uses - All uses permitted in the IND-2 Zoning District including Data Centers and accessory uses, electric substations and battery storage, and Power generation facilities for on-site utilization or sale to a utility or other off-site users. Until such time as the site is served by sewer, uses on the site shall only be those acceptable to the Maricopa County Environmental Services Department (MCESD) that can be accommodated by septic systems. A public water system shall be required prior to establishment of any non-residential use that requires potable water. d. The following engineering conditions: 1. Without the submittal of a precise plan of development, no development approval is inferred by this review, including, but not limited to number of proposed building lots/units, drainage design, access and roadway alignments. These items will be addressed as development plans progress and are submitted to the County for further review and/or entitlement. 2. A Traffic Study/Statement must be submitted with future entitlement (POD) application(s). See following link to MCDOT Traffic Impact Manual. (RDM 7.1.4) https://www.maricopa.gov/DocumentCenter/View/303 3. Engineering review of re-zone cases is conceptual in nature. All development and engineering design shall be in conformance with Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; and current engineering policies, standards and best practices at the time of application for construction. e. Unless waived or modified by the County, the applicant or developer shall implement the best practices and any recommendations by the Arizona Game and Fish Department (AZGFD). The Zoning Inspector and/or their designee shall review whether these best practices are being implemented in accordance with the letter following the issuance of relevant permits and periodically as needed through either the inspection process or communication with AZGFD. Should the Zoning Inspector and/or their designee decide that the owner or developer has not substantially undertaken these best practices in good faith, the owner or developer shall not receive final permits or certificate of occupancy until the best practices are implemented. f. Administrative approval of a plan of development will be required prior to approval and issuance of construction permits to develop and establish use of the site. g. Prior to issuance of a building permit, written confirmation will be required from the emergency fire protection jurisdiction having authority that the facility has been designed in accordance with their regulations and requirements, and that emergency fire protection service will be provided to the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction review and approval will be required. h. The developer must submit any project narrative to the Department of Defense Siting Clearinghouse for Energy, Installations, and Environmental for review at the following site: osd.dod-siting-clearinghouse@mail.mil prior to the submittal of any Plan of Development. i. The property owner/s and their successors waive claim for diminution in value if the County takes action to rescind approval due to noncompliance with conditions. j. The granting of this change in use of the property has been at the request of the applicant, with the consent of the landowner. The granting of this approval allows the property to enjoy uses in excess of those permitted by the zoning existing on the date of application, subject to conditions. In the event of the failure to comply with any condition, the property may be considered for revocation to the zoning that existed on the date of application. It is, therefore, stipulated and agreed that either revocation due to the failure to comply with any conditions, does not reduce any rights that existed on the date of application to use, divide, sell or possess the property and that there would be no diminution in value of the property from the value it held on the date of application due to such revocation of the Zone Change. The Zone Change enhances the value of the property above its value as of the date the Zone Change is granted and reverting to the prior zoning results in the same value of the property as if the Zone Change had never been granted. If dedication is required, applicant is required to provide, at applicant’s expense, an American Land Title Association(“ALTA”) Owner’s Policy of Title Insurance showing title vested in Maricopa County, a political subdivision of the State of Arizona. 3. Campbell Road (north of I-10) is “public right-of-way” that has not been accepted by the County; and is therefore not maintained by the County. Development and maintenance of the roadway would be the responsibility of the developer(s). 4. A Traffic Study/Statement must be submitted with future entitlement (POD) application(s). Engineering review of re-zone cases is conceptual in nature. The following Maricopa County Environmental Services conditions shall apply: 1. Per the Safe Drinking Water Act, any water system that supplies more than 25 people or 15 service connections per day for at least 60 days per year is classified as a Public Water System (PWS). If the above criteria are met, a Public Water System application and a New Source Approval application are required and must be submitted to the MCESD’s Drinking Water Program. A water quality analysis report will be required with submittal and is good within one-year of testing. 2. An Approval to Construct application is required to be submitted to the MCESD’s Treatment Program for all PWS water treatment facilities. An Approval to Construct application is required to be submitted to the MCESD’s Subdivision & Infrastructure Program for all PWS water system infrastructure. Wastewater is not permitted to discharge to an adjacent parcel’s septic system. 6. If conducting food service in unincorporated Maricopa, a grease trap will be required by Onsite Wastewater Program. 7. Setback requirements must be maintained per Arizona Administrative Code, Title 18, Chapter 9, Article 312, C (Features Requiring Setback). 8. Projected flows between 3000 and 24,000 gallons per day require a 4.23 General Permit and may require nitrogen treatment. An Approval to Construct application is required and must be submitted to MCESD’s Subdivision & Infrastructure Program for water, reclaimed water and/or wastewater system infrastructure. 10. A Water Service Agreement signed by the Utility is required and must be submitted to MCESD’s Subdivision & Infrastructure Program if the site/development will be provided with water and/or reclaimed water by a Utility. A capacity Assurance Form issued by the Utility is required to MCESD’s Subdivision & Infrastructure Program if the site/development wastewater service is being provided by a Utility. Prior to approval of construction permits for the site, documentation of compliance with the Arizona Game and Fish Department’s recommendations provided in the report dated March 13, 2025 must be provided to the Planning and Development Department. f. The IUPD overlay is applied to restrict the uses of the site. Until such time as the site is served by sewer, uses on the site shall only be those acceptable to the Maricopa County Environmental Services Department (MCESD) that can be accommodated by septic systems. A public water system shall be required prior to establishment of any non-residential use that requires potable water. In lieu of pre-annexation service agreement the developer must provide a ‘will serve’ letter from the certificated water and sewer provider(s). g. The following IUPD standards shall apply: 1. Restricted Uses: Residential, adult oriented businesses, dancehalls, marijuana oriented establishments, paraphernalia (smoke & vape) shops 2. The first 600’ measured from ultimate right-of-way for Indian School Rd shall be preserved for uses allowed in C-2, including stand-alone light industrial, service-oriented business, uses allowing retail combined with outdoor storage screened and secured from public view; uses listed in g.1 above are prohibited in this area 3. Minimum lot area: 35,000 sq. ft. 4. Minimum lot width: 150’ h. APPLICATION FOR FUNDING FROM THE OFFICE OF NATIONAL DRUG CONTROL POLICY (ONDCP) FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA (HIDTA) PROGRAM – INITIATIVE XXXVI Approve Application for $667,924 with the Office of National Drug Control Policy (ONDCP) for the High Intensity Drug Trafficking Area (HIDTA) Program. The term of this funding is January 1, 2026, to December 31, 2027. This amount represents the total FY 26/27 budget and spending ceiling for this initiative. The Maricopa County Sheriff’s Office is the Fiduciary of these funds for the County. The Maricopa County Sheriff’s Office will receive up to $547,174. The Maricopa County Attorney’s Office will receive up to $120,750. The Sheriff’s Office funding award is designated for two separate initiatives: Intelligence Initiative (HIDTAISC): $73,393 and Interdiction Initiative (MCDST): $473,781. The total indirect cost amount for these two initiatives is $151,348.32 ($20,300.50 and $131,047.82). The Sheriff Office indirect rate for FY26 is 27.66% and MCSO will not recover $151,348.32. The County Attorney’s funding award is designated for the Investigation Initiative (MISTIC) and its FY26 indirect rate is 18.85%. The total indirect cost amount for this initiative is $22,761.38 and MCAO will not recover $22,761.38. This funding supports the Sheriff’s public safety mandate through efforts to reduce illegal drug use with the interruption of drug trafficking. The funding is recurring and has been awarded to the Sheriff’s Office for over thirteen years. There is no matching requirement and there are no future or ongoing contributions required after the grant period ends. This is a competitive award. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. ACCEPT TRIBAL GAMING FUNDS FROM FORT MCDOWELL YAVAPAI NATION Pursuant to A.R.S. §5-601.02 and the Resolution Regarding Processing of Tribal Gaming Fund Applications (C-20-16-032-G-00) approved on May 31, 2016, authorize Maricopa County to approve and sign the intergovernmental agreement between Maricopa County and the Fort McDowell Yavapai Nation. Allow the Office of Budget & Finance to accept and pass-through Tribal Gaming Grant funds from the Fort McDowell Yavapai Nation for the programs listed below in the not-to-exceed amount of $20,000.00 in FY 2026. These funds are for government services that benefit the general public, including public safety, mitigation of the impacts of gaming, or promotion of commerce and economic development. Grant Applicant: American Indian Veterans Memorial Organization Grant Program: Military Flags and Flagpoles for American Indian Veterans Memorial Amount Requested: $5,000.00 Grant Applicant: Hunkapi Programs Grant Program: 6 Week First Responder Cohort Amount Requested: $10,000.00 Grant Applicant: Phoenix Children's Hospital Foundation Grant Program: Mobile Sensory Station Amount Requested: $5,000.00 The grant award is one time and there is no cash or in-kind match requirement. Indirect costs are not applicable to Tribal Gaming Grants. Future ongoing cash contributions are not required after the grant period. The grant award is not a mandated function and the services provided by this grant benefit the general public, including public safety, mitigation of the impacts of gaming, or promotion of commerce and economic development. The grant award is competitively bid and determined by the Fort McDowell Yavapai Nation. There are no costs that will need to be absorbed by the department’s operating budget. ACCEPT FUNDS AND APPROVE CONTRACT WITH STATE OF BLACK ARIZONA TO PROVIDE DOULA SERVICES Accept funds and approve a Contract between State of Black Arizona (SBA) (Contracting Entity), and Maricopa County, by and through its Department of Public Health (MCDPH) (Contractor) to provide funding for Doula Services. SBA is providing funding for MCDPH to mentor and train 20 community doulas to be certified and licensed. The not-to-exceed amount is $144,000 for the budget period February 15, 2026, through January 14, 2027. The contract term is February 15, 2026, through January 14, 2027. This is the first time funding has been contracted to MCDPH for these services, and it is unknown if the funding will be provided again. It is non-competitive and there is no cash or in-kind match requirement, nor are on-going contributions required. This is not a mandated service but provides a valuable benefit to the citizens of Maricopa County through providing essential Doula Services. This contract award deviates from County Policy A2505 and does not allow for indirect cost reimbursement. The Department of Health’s indirect rate for FY26 is 16.69%. Total indirect expenses are estimated to be $24,033.60, all of which are not recoverable and will be absorbed by the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall budget will be adjusted as necessary to accommodate this award through future reconciliation. Funding for this Agreement is provided through pass-through funds awarded to SBA. DEANNEXATION FROM CITY OF MESA TO MARICOPA COUNTY (Supervisory District 2) Pursuant to A.R.S. §9-471.03(D), set a hearing for February 25, 2026, to determine if the public interest is served by de-annexing road right-of-way from City of Mesa jurisdiction to Maricopa County in accordance with the City of Mesa Ordinance No. 5999. A0757 Two Roadways having a width consistent with the existing right-of-way and appurtenant rights, together with any additional right-of-way and appurtenances necessary to provide for construction, operation, and maintenance of the highway as designed and constructed by the Maricopa County Department of Transportation; the centerline of the highways are described as follows: Power Road: BEGINNING at the intersection of Power Road and Happy Road; Thence Northerly along the East line of Section 36, Township 2 South, Range 6 East to the intersection of Power Road and Mews Road being the POINT OF ENDING. DIRECT RECORDER HEAP TO MAKE REPORTS PURSUANT TO ARS 11-253 Significant new information that has recently come to the attention of the Board of Supervisors, which may require substantive changes in county planning and policies concerning budgeting, appropriations, facilities management, the procurement of real and personal property, ballot printing, the physical distribution of early ballots, the geographical distribution of in-person voting sites, vote tabulation, and election canvassing. Before voting on such significant policy changes, the Board of Supervisors wishes to understand the underlying facts and assess the credibility of conflicting factual allegations that are critical to such policy questions. Recorder Heap is the elected Maricopa County Recorder. Pursuant to ARS § 11-253(a) the Board of Supervisors may require any county officer to make reports under oath on any matter connected with the duties of his office. The proposed report will allow the Board of Supervisors to understand the material facts in advance of anticipated votes on changes to countywide policies. The requested report from Recorder Heap must report in detail all facts and circumstances, and must authenticate and attach all records within Recorder Heap’s possession, custody, or control, concerning each of the following topics: the expenditure and pre-payment issues identified in the January 22, 2026 letter from Kate Brophy McGee to Justin Heap (the “Letter”); the signature verification and curing issues identified in the Letter; the special election board and deputy registrar program issues identified in the Letter; the actual or alleged disenfranchisement of Maricopa County voters who cast a provisional ballot due to the unavailability of an Agilis device or inconvenience of using a hand scanning machine, including without limitation records sufficient to identify the affected voters and any disclosure(s) of such disenfranchisement to individuals or entities outside the Maricopa County Recorder’s Office; any requests by the Maricopa County Recorder’s Office for federal funds, legislative appropriations, or county funds that the Maricopa County Board of Supervisors denied or ignored from January 1, 2025 to the present; communications with the Maricopa County Attorney’s Office concerning the distribution of mail-in ballots to voters who had not requested them in the 2025 special election in Congressional District 7; and/or the reassignment of space in MCTEC from the Maricopa County Sheriff’s Office to the Maricopa County Recorder’s Office. IGA WITH THE CITY OF BUCKEYE FOR DOWNTOWN BUCKEYE REGIONAL BASIN AND STORM DRAIN PROJECT (Supervisorial District 5) Approve Intergovernmental Agreement (IGA) FCD 2024A004 for Downtown Buckeye Regional Basin and Storm Drain project (PROJECT) between the City of Buckeye (CITY) and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire ten years from that date, or upon Project completion, whichever occurs first. The PROJECT area is located within the City of Buckeye. The PROJECT is intended to mitigate flood damages to residential, commercial, and industrial properties, government buildings, and schools, while increasing traffic safety, and improving the community's flood insurance program rating. The Downtown Buckeye Regional Basin and Storm Drain project lies within the southern part of the Buckeye/Sun Valley Area Drainage Master Study (ADMS), which identified areas of flooding problems. The PROJECT will provide a Ten (10)-Year level of protection and will relieve historic Downtown Buckeye of frequent flooding occurrences by implementing storm drains, channels, retention basins, and an outlet infrastructure. The DISTRICT is participating in funding a portion of the storm drain system through this IGA with the CITY. Construction of this PROJECT is the next step in implementing the drainage improvements for this area. The estimated PROJECT cost the CITY and DISTRICT are sharing is $26,997,704, and will be shared 50%/50% between the DISTRICT and the CITY. The City will operate and maintain the completed Project. MOA WITH HYDROLOGIC ENGINEERING CENTER INSTITUTE FOR WATER RESOURCES MODIFICATION TO SOFTWARE Approve Memorandum of Agreement (MOA) FCD 2026A008 Modification to software developed and maintained by Hydrologic Engineering Center, Institute for Water Resources, U.S. Army Corps of Engineers (CEIWR-HEC). This MOA allows CEIWR-HEC to add new software features, which will allow Maricopa County to model specific hydrologic and hydraulic details based on local environmental conditions. The MOA shall become effective on the last date of execution by both parties and will be in force for a period of 7 years. Under this MOA, the services will be performed under several Support Agreements (SAs). The Flood Control District and CEIWR-HEC shall negotiate mutually agreed-upon written SAs. The total amount to be expended for this MOA shall not exceed $700,000. CEIWR-HEC has developed and maintained several industry-standard engineering software tools for hydrologic and hydraulic modeling, which are the Flood Control District’s standard modeling tools. With this MOA, CEIWR-HEC will be able to customize their software based on Maricopa County’s current standards and needs. This item impacts all Supervisorial Districts. (C-69-26-024-X-00)
