16. ADDITION OF PERMANENT VEHICLE TO THE FLEET Approve permanent addition to the County fleet for one vehicle to be purchased by the Equipment Services Department at a cost not-to-exceed $39,000.00 for use by the Juvenile Probation Department Detention Services. The request would be for one detention transportation vehicle capable of transporting handicapped youth. Additional costs are operating costs which are estimated to be approximately $5,000 per vehicle per fiscal year. Vehicle and operating costs will be absorbed in the JPD Detention Fund operating budget. The Juvenile Probation Department, at the request of the Juvenile Detention Medical Director, would like to purchase a detention transportation vehicle capable of transporting handicapped youth, and youth with medical issues that must be transported in wheel chairs. The department is seeking a vehicle, the Ford Transit Connect Mobility vehicle, that can be used as a general detention transportation vehicle, capable of transporting non-handicapped youth as well as youth who must be transported in a wheelchair. The vehicle needs to be equipped with a wheelchair lift/ramp. At the current time, youth determined to need to be transported in a wheelchair must be removed from their wheelchairs and placed in a non handicapped equipped vehicle. They must be placed back in the wheelchair upon arrival to their destination. The alternative is to contact a handicapped capable mobility movement company, a private ambulance service “911” to facilitate this movement. The latter alternatives are very costly. The purchase of a reliable multi-use vehicle, such as the Ford Transit Connect Mobility vehicle, would grant the department an additional vehicle that can be used on a daily basis as a regular detention transportation vehicle, and as a handicapped transport vehicle when the need arises. In speaking with Maricopa County Equipment Services, the Ford Transit Connect Mobility vehicle has proven to be a reliable vehicle as a fleet vehicle. Per Juvenile Detention transportation staff, our current Ford Transit Connect Mobility vehicle has been reliable, safe and easy to maneuver for staff. (C-27-13-005-2-00)

24. INCREASE TO COMMUTER TRANSIT SUBSIDY BENEFIT Approve an increase to the maximum employee commuter subsidy benefit from $85 per employee per month to $104.00 per employee per month in order to maintain the current 100% subsidy level for the Platinum Pass Card Program (transit) and the Vanpool Subsidy Program. This change is a result of the Valley Metro fare structure increases effective March 1, 2013. The Platinum Pass program is a pay-as-you-go program and the County is only charged for actual trip charges when an employee uses the Platinum Pass Card. All monthly charges are capped at the monthly maximum and once the cap is reached, additional trips are free of charge. Valley Metro is increasing the maximum monthly fare structure for local transit (lightrail and bus) trips from $55 to $64 and the express and rapid trips from $85 to $104.00. Maricopa County has been subsidizing 100% of the cost of the Platinum Pass Card Program as a measure of the Trip Reduction Program to reduce employee single occupancy vehicle trips to 60% pursuant to the goals established by Maricopa County Ordinance No. P-7. An equal subsidy amount is provided to employees participating in the Valley Metro Vanpool Program. Employees may only choose one subsidy program. In order to maintain the 100% subsidy level, the Board of Supervisors is requested to increase the maximum employee monthly subsidized amount from $85 per month to $104.00 per month. The 100% subsidy program began June 17, 1996, as a three-month trial period and was extended on October 16, 1997, until June 25, 1997, directing departments to absorb any additional expenses within their allocated budgets. On May 28, 1997, the Board of Supervisors approved the 100% subsidy program indefinitely or until rescinded or modified by the Board of Supervisors. On July 15, 1998, the BOS approved an increase from $51.00 to $56.00 per month per rider effective August 1, 1998; on November 14, 2007, the BOS approved an increase from $56 per month to $68 per month effective December 1, 2007; and on June 7, 2009, an increase from $68 to $85 effective July 1, 2009. The Board's action and subsidy program are in support of the Maricopa County Trip Reduction Program. Actual charges for the subsidy program are part of department budgets and will be absorbed within their current appropriation amount. (C-20-13-027-2-00)

25. APPROPRIATED BUDGET ADJUSTMENT Approve increases in the appropriated budget for the County Manager's Office (200) Non-Departmental Grant Fund (249) Non-Recurring, Non-Project (0001) in the amount of $3,307,902 in revenues and expenditures as identified on the Fiscal Year 2013 Budget Adjustment Worksheet on file in the office of the Clerk of the Board. This appropriation adjustment brings the County Manager's Office grant budget to the amount of $3,619,925. The appropriation adjustment is necessary because the carry forward amounts of prior year grants and award amounts of new grants differs from the amount approved in the FY 2012-13 Budget Appropriation. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, therefore, expenditures of these revenues are not prohibited by the budget law. The approval of this budget adjustment does not alter the budget containing the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. (C-20-13-028-G-00)

42. AMENDMENT TO THE IGA WITH THE TOWN OF BUCKEYE FOR THE ANNEXATION OF RIGHT-OF-WAY SOUTH OF I-10 Approve the 1st Amendment to the Intergovernmental Agreement (IGA) between Maricopa County (County) and the Town of Buckeye (Town) for the Annexation of Rights-of-Way South of I-10. The cost of the project is $1,500,000 of which the County is paying 100% in exchange for Buckeye’s annexation of the project roadway. Funds are budget in Project Partnership Support (PSUP) sub-project T284 Buckeye Annexations south of I-10. The Parties previously entered into an Intergovernmental Agreement (C-64-08-119-2-00) for annexation of rights-of-way south of I-10. In the IGA the Town also requested county funds to pay for future maintenance of the roadway. The IGA was effective on January 2, 2008, the date it was approved by the Board of Supervisors. The IGA specified that the $1,500,000 was to be paid over four years. Three payments totaling $1,100,000 have been made with one payment of $400,000 remaining. After some time, the Town determined that annexation of certain roadways was not feasible because of private ownership and state land issues. The Town therefore agreed to annex an additional 11 miles of roadway in addition to maintaining and operating the two portions of roadway that could not be annexed into the town. The County is in agreement with this proposal. The Project consists of: annexation of 26 miles of County-owned right-of-way into the Town of Buckeye, operation and maintenance of the remaining two portions of roadway that could not be annexed, crack/slurry seal work on certain roadways identified on the Right-of-Way Annexation June 5, 2007 map, and reconstruction of other roadways identified on the June 5, 2007 map. This amendment is necessary because, without it, the terms of the original IGA cannot be satisfied. The Town has met the spirit of the agreement and has worked with the County to develop a solution to these challenges that is both mutually beneficial and cost-effective.
