5. EMPLOYEE AWARDS FOR REWARDING IDEAS PROGRAMS Present the following employees awards from the Rewarding Ideas Program: Robert Stratman $1,250 and Bryan Hare, $1,250 , Environmental Services —Identified an inspection service provided by the Environmental Health Division in which revenues were not being collected to cover the cost of providing the service. A new inspection fee was proposed and approved by the Board of Supervisors in June 2010, effective August 1, 2010. Through January 2011, an additional $241,290 has been collected and is forecasted to provide the department between $400,000 and $500,000 of additional revenue annually. Christopher Johnson, $2,500 : Elections —Proposed the idea to use the National Change of Address process as a tool to acquire bad and invalid address data from the Post Office. With this data, the Elections Department can send a reduced rate mailing prior to an election to verify known bad or invalid addresses, using the data to mail approximately 125,000 reduced rate notification letters per year at .50 per piece. The new process cost the county $67,000 per year. Not using the NCOA data, annual costs to the county would be $390,000 for the Early Voting balloting materials to update invalid or out of date voter address data. Resulted in a tangible savings of $323,000. Tony Del Sol, $1,250, and Mark Clark $1,250 : MCDOT —Proposed and designed reusable Raised Pavement Markers covers, which enabled MCDOT to substantially reduce the cost for existing plastic covers. Recommendation was adopted and is currently utilized during Preservative Seal Application on county roadways. The steel covers are reusable, unlike the plastic covers which had to be disposed after each use. Resulted in tangible cost savings of $22,720. Mike Kay, $216, Clerk of Superior Court —Identified a process to secure the exhibit closet key, court seal, and various court stamps by using existing rolling top covers rather than procuring two-drawer, locking file cabinets to secure the items. The new process resulted in a tangible savings of $1,078. (C-20-11-047-M-00)

20. FY 2012 ABOVE BASE BUDGET REQUESTS Direct the Office of Management and Budget to review above target funding requests for projects and programs that support highly critical operations, such as those related to the health and safety mandates of the County, or result in operating efficiencies, savings or additional revenue for the County. This action does not guarantee funding, and does not provide for requests that are not directly related to critical operational needs. The Budget Guidelines adopted by the Board of Supervisors on December 13, 2010 discouraged requests for additional funding. Through this action, OMB seeks direction from the Board of Supervisors regarding requests received that are not in accordance with this policy. (C-49-11-050-6-00)

66. SET A PUBLIC HEARING - RATE INCREASE IN CASE MANAGEMENT FEE Pursuant to A.R.S. §11-251.08, set a public hearing for April 27, 2011 to solicit comments and consider the adoption of proposed increase in the case management fee from $10 to $20. Upon Board approval, this item will become effective June 1, 2011. The fee increase is assessed upon the filing of the initial complaint and answer/response in all civil cases and is deposited by the Justice Courts in a special revenue fund with the Maricopa County Treasurer. This rate increase is necessary since Justice Court special revenue fund balances have been exhausted and county general funds do not currently meet the critical staffing and operating needs of the Desert Ridge, Highland, Hassayampa, and Estrella Mountain Justice Courts, the Department is addressing these issues by recommending this fee increase. The demand placed on these Justice Courts has served to create a need for additional staffing to ensure quality judicial services are provided to litigants and their respective communities in a timely manner and reduce court case backlogs. Lastly, approve an exemption to the Funded Positions Policy for the County Attorney Civil Division. This exemption is effective immediately and will end on April 15, 2011. The Maricopa County Library District has many items which the Maricopa County Surplus Program has deemed to have no resale value and can be liquidated. These items include metal desks, chairs, and other office furniture. Rather than dispose of these items in the county landfill, the Library District and the Maricopa County Green Government Program respectfully request approval to donate these items to a local charity - Goodwill. Goodwill has viewed the items and is willing to take the items. Donating these items to Goodwill will result in less waste and will help the residents of Maricopa County.
