18. ACCEPT GRANTS AND OTHER ASSOCIATED REVENUES FOR THE ADULT PROBATION DEPARTMENT FOR FY 2011-12 Accept the FY 2011-12 grants and other associated revenues for the Adult Probation Department of the Judicial Branch. The indirect cost rate as of July 2011 is 12.3% as approved by the Department of Finance. Some of the grants for FY 2011-12 do not allow indirect cost recovery as reflected in the attached funding agreement. The status of indirect costs as well as matching funds for each grant is noted on the attached summary sheet. For FY 2011-12, we anticipate accepting thirteen (13) new awards for Grant Fund revenue of $3,293,845 and carrying over Grant Fund revenue balance of $1,485,318 on twelve (12) previously accepted awards. On the new awards, indirect costs on eligible expenditures are estimated to be $376,499 with $30,402 recoverable and $346,097 unrecoverable. The required FY 2011-12 match amount on three grants is $121,412. This match is budgeted in Adult Probation's General Fund budget. In addition, approve an increase to the FY 2011-12 Adult Probation (110) Adult Probation Grants Fund (211) Operating (0000) revenue and expenditure appropriation in the amount of $339,783. This increase is necessary because actual grant funding to be received is more than anticipated and budgeted. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and, therefore, expenditures of these revenues are not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Administrative Order #95-50, approved by Presiding Judge Robert D. Myers on June 29, 1995 adopted for the Judicial Branch a policy for the administration of grant funding. The policy is identical in form and substance to policy A2502 “Policy for Administering Grants” and all revisions adopted by the Board of Supervisors for all County departments. The policy states that the Presiding Judge will make a presentation to the Board of Supervisors on an annual basis of the Judicial Branch’s grants. A summary of each grant has been prepared in accordance with the provisions of the policy. (C-11-12-005-G-00)

The exemption from markings is requested due to the vehicles being used for felony investigations, activities of a confidential or sensitive nature and social service work. (C-74-12-004-V-00)

34. ANNUAL ADJUSTMENT TO INMATE BOOKING AND HOUSING FEES Approve the annual adjustment to the inmate booking and housing fees charged to other jurisdictions for the use of Maricopa County jails. The effective date of this adjustment will be July 1, 2012. The inmate booking fee will increase from $188.48 to $236.78 per inmate booked; the inmate housing fee will increase from $73.54 to $85.91 per day. Also, pursuant to A.R.S. 42-17106(B), transfer FY 2012 expenditure appropriation of $7,402,606 within Non-Departmental (470) Detention Fund (255) Non-Recurring/Non-Project (0001) from the Contingency (4711) Unreserved Contingency line to a new Other Programs (4712) line entitled “Per Diem/Booking Repayment to Cities/Towns.” As directed by the Board of Supervisors, the Department of Finance, in conjunction with the Sheriff’s Office, Office of Management and Budget, and MGT of America Consultants, has completed the annual fee review for adult detention services and has developed new per diem rates for Board of Supervisor approval. The new per diem rates will be effective July 1, 2012. These per diem rates help cover Maricopa County’s cost of operating and maintaining the jail system. The rates are calculated based on the FY 2011-12 budget. Although total costs have decreased, the cost per inmate booked and per housing day is higher due to the decrease in bookings and housing days. This action will allow for repayment of a portion of booking and per diem charges to cities and towns that were in inflated by Sheriff’s Office spending of detention funding for non-detention related purposes.
