7. RULE 337 (GRAPHIC ARTS) AND SUBMITTAL AS REVISION TO THE ARIZONA STATE IMPL EMENTATION PLAN Pursuant to A.R.S. §49-479(b), convene the scheduled public hearing, to solicit comments and consider the adoption of proposed amendments to Maricopa County Air Pollution Control Regulations, Rule 337 (Graphic Arts) and to solicit comments on submitting the rule as a revision to the (Arizona) State Implementation Plan (SIP). Upon Board approval, this item will become effective August 17, 2011. The Maricopa County Board of Supervisors adopted a revised version of Rule 337 (Graphic Arts) on January 12, 2011 (17 A.A.R. 324, March 4, 2011). Thereafter, it was discovered that certain technical corrections were required. The department is proposing to revise Rule 337 to clarify the rule and correct errors in a formula used in the rule as well as typographical and minor grammatical errors. These proposed technical corrections are not anticipated to change either the standards established by Rule 337, or the level of health protection provided to the community. In addition, the department is proposing to clarify language describing the applicability of certain compliance standards. In response to comments received, the department is also proposing to amend references to a temperature monitor device instead of a temperature control device; to insert amended language that was inadvertently omitted during the prior rulemaking; and to clarify the use of substrate retention factors for calculating VOC emissions. F-2. PURCHASE OF THREE NEW VEHICLES Approve the purchase of three vehicles: a new 4x4 ½ ton pick-up truck to be utilized by the Dam Safety Branch, and two 4X4 one ton pick-up trucks to be utilized by the Operations & Maintenance Division. The total cost of these three items is estimated to be $113,000. Approval of this purchase constitutes an addition to the existing District Fleet. A funding provision for the proposed vehicle acquisitions is contained within the District's FY 2012 Operating Budget. The purchase of the additional 4X4 ½ ton pick-up truck will allow the Dam Safety branch to better monitor dam rehabilitations and modifications, while filling its routine dam safety inspection and monitoring responsibilities. In recent years, the Dam Safety Branch has experienced a significant increase in the amount of field activities that require staff to report on-site to perform dam safety duties as infrastructure has aged and corrective dam safety work has increased. There are five engineers and two inspectors in the branch, typically two or more branch staff are required to be in the field daily, and the branch has one assigned vehicle. Pool vehicle reliance is not feasible. Operations & Maintenance will use the first F350 with a fuel tank for transportation of personnel, tools and material to the job site, and to fuel heavy equipment used for earth moving activities and associated dust suppression / PM 10 compliance efforts. This vehicle will also be used to tow trailers and pumps for the same purpose. The Utility Bed Truck will have the capability of transporting items to work sites that cannot safely be accessed with a trailer. (C-69-12-009-V-00)

F-4. IGA WITH PINAL COUNTY FLOOD CONTROL DISTRICT AND PINAL COUNTY FOR THE SONOQUI WASH CHANNELIZATION PROJECT EMPIRE BOULEVARD TO HUNT HIGHWAY Approve Intergovernmental Agreement FCD 2011A007 for the Sonoqui Wash Channelization Project Empire Boulevard to Hunt Highway (PROJECT [#480]) between the Flood Control District of Maricopa County (FCDMC), the Pinal County Flood Control District (PCFCD) and Pinal County (COUNTY). This IGA provides for design, utility relocations, rights-of-way acquisition, construction, construction management, operation and maintenance of the PROJECT. The agreement shall become effective as of the date it has been executed by all parties. FCDMC’s Queen Creek and Sonoqui Wash Hydraulic Master Plan indicated that the most feasible solution to contain the breakouts from Sonoqui Wash was to increase the conveyance cross-section to contain the 100-year flood flows. FCDMC has advanced the design for the third phase of Sonoqui Wash Main Branch channelization, from south of Riggs Road to Empire Blvd. During the design of Sonoqui Wash Main Branch, it was determined that implementing the PROJECT mitigates the overtopping of Empire Boulevard and improves the performance of the Main Branch project by collecting storm water into the main Branch project.
