46. TRANSFER OF APPROPRIATED EXPENDITURE AUTHORITY FOR COUNTY COLLECTIONS UNIT Pursuant to A.R.S. 42-17106(b), transfer appropriated expenditure authority of $200,000 from Non Departmental (470) General Fund (100) Non Recurring Non Project (0001) to Finance (180) General Fund (100) Non Recurring Non Project (0001) to provide interim funding to stabilize the County Collections Unit (CCU) staffing until sufficient operating revenue is generated to support two Collector positions. Within Non Departmental, the amount transferred will be reduced from General Contingency. The revenues generated by the CCU are Non-Tax Revenues and are within the control of the County to pursue. These revenues are disbursed to several entities including: Victim Restitution, County Special Revenue Funds, County General Fund, Superior Court, and the State of Arizona. A portion of this revenue is the Collection Fee which is intended to ultimately offset the costs of the CCU program. It is anticipated that the CCU will be able to fully offset the costs of these two new positions, as well as, the current staff within the next two fiscal years if the workload is maintained at current levels. This will be completed by increasing revenues and expenditures proportionally each year, thereby reducing the reliance on the General Fund. To further support this initiative, the Department of Finance will be allocating out a portion of the costs of the CCU to those departments that directly benefit from the Collections revenues via the Central Service Cost Allocation.
