15. IGA WITH GOVERNOR'S OFFICE OF YOUTH, FAITH AND FAMILY FOR YOUTH ENGAGEMENT PROGRAM Approve an Intergovernmental Agreement between the State of Arizona, Governor's Office of Youth, Faith and Family and Maricopa County through the Education Service Agency (MCESA) in the amount of $60,000. This IGA is retroactively effective from October 1, 2018, through June 30, 2019. The grant award is not a mandated function but provides a benefit to the citizens. The purpose of this agreement is to provide a Substance Abuse Block Grant cost-reimbursement grant award to MCSS as pass-through funding to three school districts for implementation of the Healthy Families-Healthy Schools Pilot Program. The grant award is reoccurring and has been awarded to the department in previous years. The cash or in-kind match is not applicable. The department's indirect cost rate for FY 2019 is 9.4%. The recoverable indirect cost of administering this grant is $5,155. Ongoing cash contributions are not applicable. The grant award is non-competitive and a pass through for the Governor's Office. There are no costs that will need to be absorbed by the department’s operating budget. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This budget request does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. (C-37-19-007-G-00)

36. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR INTERVIEW & INVESTIGATION OF INFECTIOUS DISEASES Approve a retroactive Amendment 3 to the fixed-price Intergovernmental Agreement (IGA) Contract No. (ADHS16-130023), Interview & Investigation of Infectious Diseases (IIID) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Epidemiology (OE) to provide funding for an IIID program. MCDPH OE will continue to work with ADHS to conduct an IIID Program to investigate infectious disease cases, which will provide key insight on best practices for collecting quality data to analyze and identify sources of infection and outbreaks, to characterize the impact of disease, to target prevention strategies, and to utilize related departmental community resources. The retroactive is due to recent completion of amendment. 1. Pursuant to Terms and Conditions, Provision Six (6), Contract Changes, Item (6.1) Amendments, Purchase Orders and Change Orders, the Contract is hereby amended as follows: 1.1 The following in the Scope of Work are amended to include investigation and surveillance services in its Amendment Three (3): 1.1.1 Background; 1.1.2 Objective; 1.1.3 Scope of Services; 1.1.4 Tasks; 1.1.5 Deliverables; and 1.1.6 Notices, Correspondence and Reports. 1.2 The Price Sheet is revised and replaced to include the new grant funding for the increased investigations and surveillance services in this Amendment Three (3). The anticipated total budget for the period May 1, 2019 through April 30, 2020, is $144,616 which includes a carryover amount of $28,860.00 from GY18. This grant award is reoccurring and has been awarded to the department in previous years. There is no cash or in-kind match required nor should ongoing cash contributions be necessary. The grant award is not a mandated function but provides a benefit to the citizens through the investigation of infectious disease cases and the performance of surveillance activities which will provided insight into best practices in data collection and analysis. The grant award was not competitive. The Department of Public Health’s Indirect Rate for FY20118-19 is 18.9%. Full indirect costs are estimated at $22,986.00 all of which is fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-16-115-3-03)
