7. WAIVER OF COMPENSATION, SALARY ADVANCEMENT POLICY Approve a waiver of Compensation, Salary Advancement Policy, Section VI. This waiver would allow a salary advancement to $19.43 per hour for Linda Pessin retroactively to July 11, 2011. The Assessor’ Office will absorb the financial impact of the retroactive pay raise for Ms. Pessin. The Assessor’s Office advances employees from Appraiser II to Appraiser III upon completion of a number of criteria detailed in the Appraiser Career Path approved by the Board of Supervisors on May 6, 2009. Pursuant to that plan an advancement committee met on June 9, 2011 to review the qualifications of Ms. Pessin. The committee unanimously agreed to pass Ms. Pessin on to an Appraiser III position. Due to a clerical error she did not receive her increase at the appropriate time. A salary advancement effective August 8, 2011 was submitted and approved increasing her pay from $18.50 to $19.43. To correct the error the Assessor’s Office is requesting her pay be increased retroactively to July 11, 2011. This action will appropriately place the employee in the salary range respective to the pay period in which the action should have been processed. A retroactive expense of $175.21 (Wages $148.80 and Benefits 26.41 ) is being requested from July 11, 2011 to August 7, 2011. (C-12-12-001-M-00)

The District shall reimburse the town, semi-annually, at the rate of $28.50 per net non-resident borrower card issued. All other terms and conditions of the IGA shall remain in full force and effect. This program enables all city residents to use other participating libraries and allows other county residents to use each of the participating public libraries (plus Maricopa County libraries) without incurring a library card fee. The Maricopa County Library District has sponsored an annual Reciprocal Borrowing Program as a regional service to all County residents since 1991. There are 11 public libraries and 12 cities/towns participating in Maricopa County. Under this program, the net lending library receives reimbursement based on the formula established in the IGA. Reimbursement is computed with an initial payment made at the midpoint of the fiscal year and a final computation and payment made at the close of the fiscal year. (C-65-02-016-2-05)
