5. 2011 MARICOPA COUNTY LEADERSHIP EXPERIENCE Recognition of the successful completion of the 2011 Maricopa County Leadership Experience (MCLE) Program. Teens, between the ages of 12 and 17 years of age, were invited to participate in this self-paced learning experience. Participants benefited from the MCLE experience so that they can become more aware of the county’s role in making services and programs available to the community. Teens selected areas of individual interest in which they could learn about government functions, environmental stewardship, and community responsibility in a manner that builds solid character, promotes leadership skills, and healthy, responsible life styles. By completing the MCLE program, these teens have shown that they can become leaders in their communities. Trish Georgeff, Director, Human Services Victoria Sanchez, Program Coordinator, MCLE (C-22-12-007-P-00)

11. TRADE OF A DIGITAL ARCHIVE WRITER TO LIN-CUM FOR MICROFILM SERVICES Pursuant to the Maricopa County Procurement Code, MC1-803, D.3., approve the trade-in of a surplus Kodak I9620 Archive Writer to Lin-Cum for $24,000 of microfilm processing services. 68. MASTER AGREEMENT BETWEEN MARICOPA COUNTY DEPARTMENT OF TRANSPORTATION AND THE FLOOD CONTROL DISTRICT OF MARICOPA COUNTY Approve the Master Agreement between Maricopa County Department of Transportation (MCDOT) and the Flood Control District of Maricopa County (District) for Flood Control Projects Occurring within County Right-of-Way (ROW). This Agreement will establish a process that allows and requires both Parties to enter into “Letters of Agreement” (LOA) via this Agreement for projects initiated by the District which impact County current ROW and anticipated future ROW, in which MCDOT is not a partner. The Flood Control corresponding agenda item is C-69-12-011-3-00. Both Parties desire a means for administering projects which affect both parties. This Master Agreement will detail the process for administering projects initiated by the District which traverse County right-of-way (ROW), in which MCDOT is not a partner. Typically this would include District flood control projects that include elements to maintain pre-project access conditions. Further it details a process to be applied with the mutual consent of both parties for projects initiated by the District that traverse anticipated future County ROW, in which MCDOT is not a partner. Projects in which MCDOT is a partner with the District – typically, where MCDOT wishes to improve access concurrent with flood control project construction – will be governed by project specific Intergovernmental Agreements. Each Letter of Agreement will contain the following, but not limited to: • Include a statement regarding the LOA’s scope and purpose • Include a statement affirming that MCDOT and the District have elected to apply the terms of this Agreement to the subject structure(s) • Address whether, and to what extent, permit and/or plan review fees will be required for the subject structure(s) • Affirm specific post-construction maintenance responsibilities of each agency for the subject structure(s), generally following the provisions established by this Agreement • Specify the legal physical access to be provided to MCDOT for inspection and maintenance activities Supervisor Districts: All (C-91-12-039-M-00)
