Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. (C-86-13-040-3-00)

A variety of federal guidance regulates the use of Federal Financial Participation (FFP) funds. FFP is not available for individuals who are inmates of public institutions. In order to comply with these regulations, this IGA will allow Maricopa County to provide a daily data feed to AHCCCS; the feed will include a listing of individuals booked into and released from the jail in the last 24 hours. AHCCCS will utilize the booking feed to suspend benefits for AHCCCS-covered individuals who are incarcerated and reinstate benefits for those recently released. Suspension is preferred to termination of benefits to ensure continuity of healthcare and so that recently released inmates are able to immediately have healthcare coverage. (C-31-13-004-3-00)

The bond of $700 paid upfront to cover the costs associated with the preparation of the impact statement, petitions, publishing and posting, is insufficient, requiring an additional bond of $300. Upon approval of the additional bond, the Board of Supervisors may set a public hearing for the petitions on the organization of the district to be held at 9:00 a.m., January 9th, 2013 and order the Clerk of the Board to publish the petition and notice twice in a newspaper and post copies within the district in conspicuous places. At the hearing on January 9th, any land owner within the proposed district may appear and object to the organization thereof or to the proposed boundaries thereof or to the inclusion of his land therein. The Board will hear and consider all comments in favor and against the organization of the district and decide whether to approve or reject the organization of the district with the boundaries proposed in the petition or with modified boundaries. The proposed district is located in the Yaple Park Community Subdivision in Phoenix generally bounded by 3rd Avenue on the east, Turney Avenue on the south, 7th Avenue on the west and the Grand Canal on the north, and contains approximately 19 acres and 120 parcels as more completely defined in Exhibits A and B of the Impact Statement.
