13. VICTIMS’ RIGHTS GRANT FUNDING FROM ARIZONA ATTORNEY GENERAL Approve receipt of FY 2018-2019 grant funds from the State of Arizona, Office of the Attorney General, in the amount of $363,001. These grant funds will support the direct costs of implementing victims’ rights laws pursuant to Arizona Revised Statues Title 13, Chapter 40 and Title 8, Chapter 3, Article 7, that impact prosecutorial agencies as an entity type. This agreement commenced, retroactively, July 1, 2018 and terminates on June 30, 2019. In accordance with Victims’ Rights Program Guidelines, Section IV, page 5, the grant allows a 0% rate for indirect costs, or $0 that may be incurred by the County Attorney’s Office of Maricopa County for the administration of this grant. The Maricopa County Attorney’s Office FY 2019 composite indirect cost rate is 13.5%, or $49,005. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $49,005. This grant is non-competitive and does not require a match. The grant award does not require on-going cash contributions after the grant period end date. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This award agreement is in the amount of $363,001. This award will ensure that victims of crime are notified of the progress of criminal proceedings. This grant will expire at the end of the agreement. There is no long-term expectation of continued funding for this grant; however, the County Attorney’s Office has been receiving grant funds from the Attorney General’s office for victim services since FY 96/97, the most recent award was for FY 17/18 in the amount of $495,000. This funding will support SPHS to facilitate and augment an existing doula program in the Estrella Jail Systems. The VHF grant award is a one-time grant, with a possible recurring future term and is awarded to the department this year. This grant does not require an in-kind match; indirect cost is fully recoverable; and ongoing cash contributions are also not required. The grant award is not a mandated function but provides a benefit to the citizens by providing quality health care for incarcerated women in the Estrella Jail Systems that might improve attachment and parenting behaviors, and reduce recidivism. The grant award is competitive. There are no costs that will need to be absorbed by the department’s operating budget. MCDPH’s indirect rate for FY 2018-19 is 18.9%. 87. IGA WITH CITY OF TOLLESON FOR THE TRAFFIC SIGNAL INSTALLATION AT MC85 HIGHWAY AND 79TH AVENUE Approve the Intergovernmental Agreement between Maricopa County and the City of Tolleson for the Traffic Signal Installation at MC85 Highway (Buckeye Road) and 79th Avenue. Under the Intergovernmental Agreement, the agencies will coordinate the improvements, which include installing a traffic signal based on meeting warrants after Maricopa County Department of Transportation completed a traffic signal warrant study. Funds are budgeted in FY2018-2019 Transportation Department (640) Transportation Capital Project Fund (234) for Transportation System Management (TMAN) Project, sub-project TT0553. The estimated total cost for the project is $428,000, with the City of Tolleson and Maricopa County each paying for one-third (1/3) of the cost. Based on the terms in the agreement, the County’s estimated cost share contribution is $142,667.The City’s estimated cost share contribution is $142,667. The remaining one-third of the cost will be contributed by City of Phoenix through improvement by developers or in-lieu payments made by the developers and required to be transferred to the County through a separate intergovernmental agreement (C-16-099-M-01) approved by the Board on November 29, 2017. The County is the lead agency for the Project and this Agreement does not affect the existing Intergovernmental Agreement between the County and the City of Phoenix for the roadway project. That Intergovernmental Agreement requires the design of the roadway to City of Phoenix standards, but signalization and drainage designs to County standards.
