Barbara Frerichs-Mendoza , $1,250 and Terry Thompson, $1,250 Recorder ’ s Office : Proposed a same-day document recording via an interactive recording KIOSK service to the public in outlying municipalities. 9. HEARING FOR PROPOSED ORDINANCE P-29 -- TRAFFIC CALMING Pursuant to A.R.S. 11-251.05, convene the public hearing to solicit comments and consider the adoption of proposed Traffic Calming Ordinance No. P-29. The proposed ordinance would authorize the Maricopa County Department of Transportation (MCDOT) to address county property owners’ concerns related to a vehicular cut-through traffic and excessive speed on certain local roads. This would be accomplished through a traffic calming program supplemented by voluntary financial contributions by property owners. MCDOT currently employs traffic calming measures such as speed humps and other appropriate strategies, according to approved engineering standards, to prevent excessive cut-through traffic and excessive speeds on local roads. MCDOT annually sets aside limited funds for traffic calming, through its Transportation Improvement Program, as approved by the Board of Supervisors. More calming measures could potentially be applied to local roads, in response to property owners’ requests, if the Department of Transportation were authorized to accept supplementary, voluntary financial contributions by property owners. Supervisory District: All (C-64-12-001-M-00)

F-2. CONSTRUCTION MANAGER AT RISK FOR FCD 2012C006 BUCKEYE FLOOD RETARDING STRUCTURE #1 PHASE 2 Authorize the Flood Control District of Maricopa County (District) to issue a Request for Qualifications for a qualified construction manager/general contractor to provide Construction Manager at Risk (CMAR) for the Buckeye Flood Retarding Structure #1 – Phase 2 (Project) and award a Pre-Construction and a Construction Services contract to the successful respondent for a Project total not-to-exceed $14,000,000. This is a qualification-based selection in accordance with Maricopa County Procurement Code, Article 5, Paragraph 504(F) and Article IV of the Maricopa County Procedures Manual. Buckeye Flood Retarding Structure (FRS) No.1 is the westernmost of a series of three flood control dams designed and built by the Soil Conservation Service (now the Natural Resources Conservation Service, or NRCS) between 1973 and 1975. The dam is located along the southern slopes of the White Tank Mountains and parallels the north side of Interstate 10 for 7.1 miles west to the Hassayampa River. The dam is operated and maintained by the District and is regulated by the Arizona Department of Water Resources (ADWR). Several non-emergency dam safety deficiencies have been identified at Buckeye FRS No.1. During the planning phase, which was completed in July 2009, the District identified overall rehabilitation as the selected alternative. NRCS has authorized federal assistance for this project. Phase 2 construction of the project involves placing a central filter within a portion of the dam east of Johnson Road and the east terminus of the dam, improving the spillway works, improving the principal outlet, removing an irrigation outlet and raising the embankment height near the east terminus of the FRS as may be needed. This Agenda Item impacts Supervisorial District 4. (C-69-12-052-5-00)
