This grant is part of the 2012 five-year Teacher Incentive Fund program. The term of the grant is five years beginning October 1, 2012, through September 30, 2017. The purpose of this grant is to strengthen the education profession by rewarding excellence, attracting teachers and principals to high-need and hard to staff areas, and providing teachers and principals with the feedback and support they need to succeed. The Education Service Agency’s calculated indirect cost rate is 13.8% for FY 2012-13. The grant allows an 8% rate for indirect costs for the administration of the grant. Therefore the recoverable indirect cost of administering the grant is $2,515,649.56, and the non-recoverable indirect cost is $1,823,845.93. $23,805,054 will be passed through to sub recipients and $110,000 in equipment is not subject to indirect cost recovery. Total (5-year) Project Cost: $57,876,323 School Districts Served: Arizona Department of Juvenile Corrections Balsz Elementary School District Maricopa County Regional School District Mobile Elementary School District Phoenix Elementary School District Roosevelt Elementary School District Wilson Elementary School District Number of High Need Schools Served: 45 Project Overview: The goal of Rewarding Excellence in Instruction and Leadership – The Next Generation (REIL-TNG) is to advance a human capital management system (HCMS) that is centered on a performance-based compensation system (PBCS) that significantly links educator effectiveness to student outcomes. REIL-TNG’s HCMS will work to attract, place, retain, and sustain effective educators in the neediest schools in the seven partnering school districts. Each district has committed to using the same cross-district PBCS as its educator evaluation system that includes student data analysis, classroom observations with feedback sessions, and targeted professional development. At the start of the project, compensation will involve bonus incentives to those educators deemed effective. Districts will use the first 2 years of the grant to redesign and then adopt a new base-salary structure that is aligned to the project’s guiding principles and ties base salary to educator effectiveness ratings. The new salary schedule will be implemented in year 3 of the grant. The compensation system provides for an increase in salary based on appropriate effectiveness ratings for educators. There are also increased salary options for teachers deemed effective who take on additional roles (i.e., master educator, instructional master educators) with responsibilities that involve designing professional development support, coaching one-on-one, offering collaborative learning team strategies, and data use. 28. EXPENDITURE AUTHORITY FOR PUBLIC FIDUCIARY CASE MANAGEMENT SYSTEM Pursuant to A.R.S. §42-17106B, transfer FY 2012-13 expenditure authority in the amount of $80,000 from Non-departmental (470) General Fund (100) Unreserved Contingency (4711) Non-Recurring (0001) to a new line entitled “Public Fiduciary One-Time Case Management” in Non-Departmental (470) General Fund (100) Other Programs (4712) Non-Recurring (0001). Also, Pursuant to A.R.S. §42-17106B, transfer FY 2012-13 expenditure authority in the amount of $20,000 from Non-departmental (470) General Fund (100) Unreserved Contingency (4711) Operating (0000) to a new line entitled “Public Fiduciary Operating Case Management” in Non-Departmental (470) General Fund (100) Other Programs (4712) Operating (0000). The purpose of the transfers is to ensure funding is available for the replacement of the existing case management system for the Office of the Public Fiduciary. New court rules for conservatorship inventories and accountings began to go into effect on September 1, 2012. The existing case management system for the Office of the Public Fiduciary is not capable of generating the newly required documents. A replacement accounting and case management system is required to be in place by May 1, 2013 in order for the Office to comply with the new rules. The department is working with the Office of Enterprise Technology to identify possible replacement systems that may meet departmental needs. Current information indicates that procurement of a replacement system should be possible for less than $100,000 for FY 2012-13. Therefore, the department requests that this amount be set aside for this purpose. Once a replacement system is identified and cost estimates are finalized, further Board action will be requested to approve the funding and authorize the procurement. (C-56-13-004-2-00)

49. CANCELLATION OF A SUBRECIPIENT AGREEMENT WITH ARIZONA HOUSING, INC. FOR THE MANAGEMENT AND IMPLEMENTATION OF THE NEIGHBORHOOD STABILIZATION PROGRAM Approve cancellation and rescission of the subrecipient agreement (C-22-12-039-3-00) as amended (C-22-12-039-3-01), between Arizona Housing, Inc. a non-profit agency, and Maricopa County through its Human Services Department. The subrecipient agreement is replaced by a developer agreement to be approved by the Board of Supervisors through a separate agenda item at the same Board meeting. The intent of the Neighborhood Stabilization Program (NSP) is to address the issue of vacant, foreclosed residential housing in Maricopa County. Arizona Housing, Inc. participates as a housing developer under the NSP program, requiring a developer agreement. However, a subrecipient agreement with Arizona Housing Inc. was executed on December 14, 2011, rather than the required developer agreement. This discrepancy is corrected by the approval of the developer agreement also scheduled for action on this agenda. (C-22-13-022-M-00)

A-1. CANCEL THE NOVEMBER 6, 2012 ELECTION FOR THE CREIGHTON SCHOOL DISTRICT AND APPOINT THE TWO INDIVIDUALS WHO QUALIFIED FOR THE BALLOT. Cancel the November 6, 2012 election for the Creighton School District and appoint the two individuals who qualified for the ballot, Annette Sexton-Ruiz and Jeanne M. Simmons, to two of the three open governing board positions. Also, declare vacant the third governing board position for the Creighton School District for which no person filed nominating petitions or a nomination paper as a write-in and allow the Maricopa County Superintendent of Schools to appoint in accordance with A.R.S. § 15-302(A). The Arizona Legislature offers an alternate procedure for electing the governing board members of a school district as defined under Titles 15 and 16 (A.R.S. § 16-410). If the total number of persons who file a nomination petition, or write in nomination paper, is equal to or less than the number of positions to be filled for each office to be elected at the General Election, the County Board of Supervisors is authorized to cancel the election. The Board of Supervisors is also authorized to appoint those persons who filed a nomination petition or write in nomination paper to serve as a governing board member for the respective term. An election may also be canceled after the ballots have been printed if one or more candidates have been disqualified. A.R.S. § 16-410(D). For the Creighton School District, two of the four candidates who filed nomination petitions were disqualified from appearing on the General Election ballot through a nomination petition challenge. As a result, there were only two candidates who qualified for the ballot for the three open positions for 4-year terms. Because the cancellation of the Creighton School District election will occur after the ballots have been printed, the results of any vote for that office shall not be canvassed. The Maricopa County Superintendent of Schools shall fill by appointment the one seat for which no person filed nominating petitions or a nomination paper as a write-in and declared vacant.
