32. TUITION REIMBURSEMENT POLICY REVISIONS (HR2430) Approve technical and conforming changes to the Tuition Reimbursement Policy to ensure it is consistent with the Employee Merit System Rules changes made in 2015; replaced the initial probation eligibility requirement with “at least six (6) months of continuous employment in a non-temporary status”. Comprehensive review of this policy will occur in the future. The technical and conforming changes to this policy that were approved on December 9, 2015 to ensure consistency with the Employee Merit System Rules changes made in 2015, were inadvertently not applied to the previous version of the policy that was approved in 2013. Approval of this agenda would (1) apply the technical and conforming changes to the Tuition Reimbursement Policy that were approved in December of 2015 to the prior version of the policy that was approved in 2013; and (2) clearly state that the six months of continuous employment must be in a “non-temporary status” consistent with the previous version of the policy. 58. IGA WITH THE CITY OF PHOENIX FOR TRAFFIC MANAGEMENT AND OPERATIONS Approve an Intergovernmental Agreement between Maricopa County and City of Phoenix for traffic management and operations. 59. DELEGATE SIGNATURE AUTHORITY FOR PROJECT INITIATION POOL LETTER AGREEMENT WITH ARIZONA DEPARTMENT OF TRANSPORTATION / MARICOPA ASSOCIATION OF GOVERNMENTS Approve and delegate signature authority to the Maricopa County Department of Transportation (MCDOT) Director/County Engineer to approve and sign any Project Initiation Pool (PIP) Letter Agreements (Agreement). Such Agreements shall be between Maricopa County and the Arizona Department of Transportation (ADOT) for current and future MCDOT federal projects that meet the PIP Program requirements. Maricopa Association of Governments (MAG) has established a Project Initiation Pool (PIP) to help offset the impact on local public agencies of the ADOT review fee. ADOT reviews federally-funded projects on behalf of local public agencies, i.e. MAG member agencies, such as Maricopa County. Local public agencies are required to pay ADOT up front for ADOT’s costs to initiate a project in the ADOT system and review project scoping documents, environmental clearances and other submittals as required by the federal aid process. The amount of the ADOT review fee varies by type and complexity of project and may be up to $10,000 for a typical project. The total amount of PIP funding available per project under the Agreement is $3,000, with the federal share being $2,829 and the local agency matching share being $171. MAG will directly fund ADOT with the $2,829, which will then be applied within ADOT’s financial system to the specific project that qualifies for the PIP funding. If the County is able to receive $2,829 per federal aid project, this will reduce the overall ADOT review charge by that amount. The federal share of $2,829 is subject to federal payback requirements only if the project advances beyond predesign (approximately 15% design) AND the project is cancelled, OR the project is not constructed within the 10-year preliminary design limitation required by the Federal Highway Administration. Supervisory District No. 1, 2, 3, 4 and 5. (C-64-16-076-M-00)
