23. SHERIFF'S FY 2011 GRANT FUND RECONCILIATION Pursuant to A.R.S. 42-17106, approve appropriation adjustments resulting in net increases of $2,118,023 to revenue and expenditures in the Sheriff's Office (500) Grant Fund (251) operations (0000) budget. Approval of this item will result in a new overall appropriation of $8,542,329 to the Sheriff's Grant Fund (251). This amount is the net difference between the adopted revenue and expenditure and changes that have taken place within the fund, e.g. new awards approved, adjustments for actual amounts awarded, and changes in grant expenditure period end dates. The original plan was developed in February 2010. Homeland Security funding comprises most of the change. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of these revenues is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The Sheriff's FY 2010-11 indirect cost rate is 14%. Unrecoverable amounts on applicable indirect costs are addressed in each award acceptance agenda item. (C-50-11-040-2-00)

24. ACCEPT FUNDS FROM THE BUREAU OF JUSTICE ASSISTANCE, STATE CRIMINAL ALIEN ASSISTANCE PROGRAM Approve acceptance of $2,819,911 in Federal FY 2010 reimbursement funding from the Bureau of Justice Assistance, State Criminal Alien Assistance Program (SCAAP). The corresponding application was approved by the Board of Supervisors (Agenda C-50-10-107-G-00), on April 28, 2010. The Bureau of Justice Assistance allows these funds to be used for corrections purposes only. The specific planned use, as determined by the Office of Management and Budget, will be stated in the electronic request to drawdown the funds. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditures of these revenues are not prohibited by the budget law. The Sheriff's Office has applied for this formula-based reimbursement on behalf of Maricopa County for many years. SCAAP reimburses state and local government agencies a portion of the costs to incarcerate undocumented criminal aliens who are convicted of felony offenses. Indirect costs are not recoverable since only staff whose primary responsibility is the care, custody, or supervision of persons detained (pre-trial detention) and incarcerated (convicted and sentenced) inmates are allowable in the calculation. 62. AMENDMENT TO NOTICE OF GRANT AWARD WITH U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES HEALTH RESOURCES AND SERVICES ADMINISTRATION FOR HEALTH CENTER CLUSTER Approve Amendment No. 22 to Notice of Grant Award (NGA) (H80CS00044-10-00) from the U.S. Department of Health and Human Services Health Resources and Services Administration (HRSA) Health Center Cluster and Maricopa County by and through its Department of Public Health, Healthcare for the Homeless (HCH) Program to provide healthcare for homeless individuals. This grant award provides a pro-rated award through February 28, 2011 in the amount of $805,693 for budget period November 1, 2010 through October 31, 2011. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, however includes a maximum of 15% indirect cost reimbursement. The Department of Public Health’s indirect rate for FY 2010-11 is 17%. Total indirect expenses are estimated to be $119,102 of which $105,090 is recoverable and $14,012 is not recoverable. Funding for this contract is provided by a grant from HRSA, and will not affect the County general fund. The Health Cluster program is currently operating under a Continuing Resolution since there is not a final FY2011 appropriation for the program. A revised NGA will be issued later in the budget period after final action is taken; this revised NGA will provide additional grant support for the budget period that is consistent with final appropriation for the HC program. The recommended future support is $2,417,078 plus program income for $331,800 bringing the total amount to $2,748,878. (C-86-02-073-2-21)
