19. APPLY AND ACCEPT THE 2019 TITLE III CONSORTIUM GRANT Approve the application for and acceptance of $79,920.54 for the Title III Consortium grant from the Arizona Department of Education (ADE). This grant is a federal entitlement grant that provides funds for the support of students who are learning the English language. These funds also support instructors who teach classes for students who are learning the English language. The term of this grant is for one year, July 1, 2018 to June 30, 2019. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant award is reoccurring and has been awarded to the department in previous years. The cash or in-kind match is not applicable. MCSS’s indirect rate for FY 2019 is 9.4 percent. The indirect cost rate allowed by this grant source is .87 percent. Total indirect costs on this award are $0 as all the monies are a pass through to the consortium members. Ongoing cash contributions not applicable. MCSS serves as the fiscal agent for this consortium as the districts, by federal law, must have a consortium when their allocation is less than $10,000. The grant award is non-competitive and an entitlement grant from the federal government. There are no costs that will need to be absorbed by the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-37-19-005-G-00)

20. IGA WITH GOVERNOR'S OFFICE OF YOUTH, FAITH AND FAMILY FOR YOUTH ENGAGEMENT PROGRAM Approve an Intergovernmental Agreement between the State of Arizona, Governor's Office of Youth, Faith and Family and Maricopa County through the Education Service Agency (MCESA) in the amount of $60,000. This IGA is retroactively effective from October 1, 2018, through June 30, 2019. The grant award is not a mandated function but provides a benefit to the citizens. The purpose of this agreement is to provide a Substance Abuse Block Grant cost-reimbursement grant award to MCSS as pass-through funding to three school districts for implementation of the Healthy Families-Healthy Schools Pilot Program. The grant award is reoccurring and has been awarded to the department in previous years. The cash or in-kind match is not applicable. The department's indirect cost rate for FY 2019 is 9.4%. The recoverable indirect cost of administering this grant is $5,155. Ongoing cash contributions are not applicable. The grant award is non-competitive and a pass through for the Governor's Office. There are no costs that will need to be absorbed by the department’s operating budget. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This budget request does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. (C-37-19-007-G-00)

OHS increased funds by $45,180 to fund an increase in program hours for 20 Head Start program slots. The grant funds are reoccurring for the project period that began on July 1, 2016 thru June 30, 2021. The budget period for current funding is July 1, 2018 thru Jun 30, 2019. OHS provided a Notice of Award (NOA) that outlines the funding activities: • This grant action awards funds for the initial period of March 1, 2019 through June 30, 2020. Funding for Grant No. 09CH010385 was competitive and was awarded to Maricopa County in July 2017. The purpose of the grant is for the County to provide Head Start and Early Head Start program services to children ages 0 to 5, supporting families to promote healthy development and to promote school readiness. The grant requires a 20% non-federal share (NFS) match of the total approved project costs. The total NFS is increased by $11,295 from $3,566,332 to $3,577,627 for the budget period of July 1, 2018 thru June 30, 2019. Upon approval of receipt of funds, the grant amount for the budget period shall be $14,310,507 and the total amount for the project period shall be increased to $41,035,769. The Human Services Department FY2019 Indirect cost rate has not been fully negotiated, but the U.S. Department of Health and Human Services has approved the use of the FY2018 indirect cost rate to be used. Therefore, the FY2019 indirect cost rate is 22.9% for salaries and employee related expenses. The total award funds are $45,180 of which $0 is for salaries and benefits. The total estimated indirect costs are $0. The County Head Start program, as a recipient of current Head Start/Early Head Start program funds was eligible to compete for the grant award. On November 2018, the Head Start program submitted to OHS a request for duration funds. Receipt of the grant funds does not require future or ongoing contributions by the County at the end of the project period. The services provided under this grant are not a mandated function but provides a benefit to the citizens by providing eligible children with high quality care and education by integrating Head Start performance measures. 47. MCDOWELL MOUNTAIN REGIONAL PARK MASTER PLAN UPDATE 2019-2039 Approve and authorize the Chairman to execute the McDowell Mountain Regional Park Master Plan Update 2019-2039. McDowell Mountain Regional Park entered the Maricopa County park system in 1958 with a lease of 18,273 acres of Bureau of Land Management (BLM) land via the Recreation and Public Purposes Act (R&PP). This master plan update will be the first update to occur since the original plan was completed in 1967. A number of components of the original master plan were not implemented due to new public demands, changing use patterns, and development and operating cost constraints. This update will bring those disparities back into alignment and guide appropriate future development of the park. The Maricopa County Parks and Recreation Advisory Commission provided their input throughout the process and unanimously voted to forward the document to the Board of Supervisors for approval at their March 19, 2019, regularly scheduled meeting. The BLM reviewed the plan and determined it to be consistent with the R&PP per their letter dated March 28, 2019. This item is located in Supervisory District No. 2. (C-30-19-016-M-00)

50. NOTICE OF AWARD WITH HEALTH RESOURCES AND SERVICES ADMINISTRATION FOR HEALTHY START INITIATIVE (HSI): ELIMINATING DISPARITIES IN PERINATAL HEALTH Approve Notice of Award (NOA) No. (6 H49MC00174-19-00), Grant No. (H49MC00174), Healthy Start Initiative (HSI): Eliminating Disparities in Perinatal Health, from Department of Health and Human Services, (DHHS), Health Resources and Services Administration (HRSA) to Maricopa County through its Department of Public Health (MCDPH), South Phoenix Healthy Start (SPHS), to provide continued funding for the Healthy Start program. This is an award for a new 5 year term through 3/31/2024. The NOA is for a total not-to-exceed amount of $1,070,000.00, for the budget period April 1, 2019 through March 31, 2020. The project period is June 1, 2002 through March 31, 2024. The Department of Public Health’s indirect rate for FY 2018-19 is 18.9%. Indirect is estimated at $141,472.00, all of which is fully recoverable. The pass-thru amount is $180,000 and not subject to indirect. The Healthy Start grant total collected indirect is subject to change based on the Program’s project needs. The HSI grant award is reoccurring and has been awarded to the department since 2002. This grant does not require an in-kind match; indirect cost is fully recoverable; and ongoing cash contributions are not required. Healthy Start services are not a mandated function but provide a benefit to the citizens in perinatal case management services, health education events and learning opportunities, and community referrals to women and their families in the large urban Maricopa County communities of South Phoenix, Maryvale, and Laveen. The grant award is competitive. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. Departmental Indirect Rates are reestablished at the beginning of each fiscal year and the future Indirect Rate will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by HRSA and will not affect the County’s General Fund. (C-86-02-165-2-42)

(General Vicinity: Bethany Home Road and Perryville Road alignment. Supervisory District 4) The County holds a 50’ strip of right of way along the Perryville Road alignment in trust for the public via the following: • A 33 foot strip on each side of all section lines dedicated via UNIT NO. 46 OF ROMOLA OF ARIZONA GRAPE FRUIT UNIT, Book 19, Page 7, M.C.R., dated June 3, 1928; and • An additional 17 feet of right of way adjacent to the 33 foot strip described above dedicated via the final plat of CLEARWATER FARMS ESTATES, Book 406, Page 39, M.C.R., dated November 15, 1995. A 1057.28 foot portion of the above 50 feet of dedicated alignment (52,944 square feet) is no longer needed for future extension of Perryville Road because a new portion of Perryville Road has been built in a location adjacent to Canyon View High School to the west of the above planned alignment. It is recommended by the Department of Transportation Director, that the Board of Supervisors resolve that the portion of the dedicated right of way identified above is no longer necessary for public use as a roadway and approve the sale of the parcel in accordance with A.R.S. §28-7204. The legal description of the property that is no longer needed for public use as a roadway is identified as Exhibit “A”, attached. The property described in Exhibit “A” is not maintained by MCDOT or in the Maricopa County Roadway System. (C-64-19-165-M-00)
