At the conclusion of the presentation, approve the application and acceptance of base grant funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09CH7096, in the not-to-exceed amount of $22,420,890 for the purpose of promoting school readiness for 2,614 children in the Maricopa County Head Start Zero-Five program. The grant award begins on July 1, 2013 and ends on June 30, 2014. This action also authorizes the Chairman to sign all documents related to these grant funds and approve the submission of any subsequent applications for additional supplemental funding, if appropriate. The sub-recipient (delegate) of this grant will receive up to $8,215,845 of the total grant funds to provide services to Head Start/Early Head Start children in the West Valley of Maricopa County. The FY 2013 Human Services Department negotiated U.S. Department of Health and Human Services approved indirect cost rate is 17.8% of salaries and employee related expenses. This grant funding and any matching funds do not impact any Maricopa County General funds. Dennis Ichikawa, Head Start Director Margaret Trujillo, Interim Human Services Director The Office of Head Start requires the Maricopa County Board of Supervisors Chairman to sign all grant applications, applications for additional funds, and any amendments to grant applications. Amendments are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. Federal funds that are awarded require a 25% non-federal share match ($5,605,223) which is provided through in-kind donations of goods and services. Base funds are awarded only three to seven days prior to the start of the grant period, which is the reason for seeking advance approval to accept these funds. 21. SHERIFF’S OFFICE FY 2013 GRANT FUND MID-YEAR RECONCILIATION Pursuant to A.R.S. 42-17106, approve appropriation adjustments resulting in net increases of $1,342,077 to revenue and expenditures in the Sheriff's Office (500) Grant Fund (251) operations (0000) budget. This amount is the net difference between the adopted revenue and expenditure appropriation and Board approved changes that have occurred since. Approval of this item will result in a revised FY 2013 Fund 251 appropriation of $9,836,586. Grant revenues are not local revenues for the purposes of the constitutional expenditure limitation and, therefore, expenditure of the revenues is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-1705. Approval of this item allows adjustments for increases and decreases in award amounts and accommodates approved changes that have occurred since the original revenue and expenditure plan were submitted in spring 2012. The Sheriff's Office FY 2012-13 indirect cost rate is 14.1%. Unrecoverable amounts on applicable indirect costs are addressed in each award acceptance agenda item. (C-50-13-062-M-00)

IGA WITH THE TOWN OF GILA BEND FOR THE EXCHANGE OF SERVICES (ENTENTE) Approve the Entente Agreement between Maricopa County (County) and the Town of Gila Bend (Town) to address regularly scheduled or emergency maintenance projects of mutual benefit in both jurisdictions. The parties desire to implement a cooperative highway maintenance program whereby routine or emergency highway maintenance will be performed more efficiently (the Entente Program).
