Replace the preceding text with the following: Per ARS 42-17106(B), approve a FY 2009-10 fund transfer of $7,580 from the Public Health Grant Fund (532) to the General Fund (100). This requires an increase of $7,580 to the FY 2009-10 Non-Departmental (470) General Fund (100) Non Recurring/Non Project (0001) revenue and expenditure appropriations with offsetting expenditure and revenue adjustments in Eliminations (980) Eliminations Fund (900) Non Recurring/Non Project Budget (0001). Within the Non-Departmental (470) General Fund (100) Non Recurring/Non Project (0001) appropriated expenditure budget, the $7,580 increase will be added to General Contingency. Also approve a FY 2009-10 fund transfer of $5,715 from the Public Health Grant Fund (532) to Planning and Development Fees Fund (226). This requires an increase of $5,715 to the FY 2009-10 Planning and Development (440) Planning and Development Fees Fund (226) Non Recurring/Non Project (0001) revenue appropriation and an increase of $5,715 to the FY2009-10 Non Departmental (470) Non Departmental Grant (249) Non Recurring/Non Project (0001) expenditure appropriation, with offsetting expenditure and revenue adjustments in Eliminations (980) Eliminations Fund (900) Non Recurring/Non Project (0001). Within the Non-Departmental (470) Non Departmental Grant (249) Non Recurring/Non Project (0001) appropriated expenditure budget, the $7,580 increase will be added to General Contingency. This amendment is required to meet statutory requirements. The action will insure that the budgeted ending unreserved and undesignated balance in the General Fund is zero per statute. 33. ADMINISTRATIVE CORRECTION TO C-86-10-030-G-00 Approve an administrative correction to C-86-10-030-G-00. Replace the following paragraph: Approve increases in the appropriated budget for Public Health (860) Public Health Grant Fund (532) Operating (0000) in the amount of $10,776,576 in revenues and $10,763,281 in expenditures as identified on the Fiscal Year 2009-10 Grant Summary Worksheet on file in the Office of the Clerk of the Board. This appropriation adjustment brings MCDPH’s grant budget to the amount of $40,259,241. The appropriation adjustment is necessary because the carry forward amounts of prior year grants and award amounts of new grants differ from the amount approved in the FY 2009-10 Budget Appropriation. This action is in accord with the action plan developed by the Office of Management and Budget and MCDPH to insure compliance with the Board approved Budgeting for Results Accountability Policy. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditures of these revenues are not prohibited by the budget law. The approval of this budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The indirect cost rate is 19.5%, as calculated by the Department of Finance. Most of the grants for FY 2009-10 allow for indirect cost recovery, as reflected in the funding agreements. The status of the indirect costs for each grant is noted on the Grant Summary Worksheet on file in the Office of the Clerk of the Board. Insert the following paragraph: Approve increases in the appropriated budget for Public Health (860) Public Health Grant Fund (532) Operating (0000) in the amount of $10,776,576 in revenues and $10,763,281 in expenditures, along with an increase in Public Health (860) Public Health Grants (532) Non Recurring Non Project (0001) of $13,295, as identified on the Fiscal Year 2009-10 Grant Summary Worksheet on file in the Office of the Clerk of the Board. This appropriation adjustment brings MCDPH’s grant budget to the amount of $40,259,241. The appropriation adjustment is necessary because the carry forward amounts of prior year grants and award amounts of new grants differ from the amount approved in the FY 2009-10 Budget Appropriation. 72. MARICOPA COUNTY COMMUNITY WILDFIRE PROTECTION PLAN RESOLUTION Approve a Resolution adopting the Maricopa County Community Wildfire Protection Plan (MCCWPP). The Resolution states that the plan is an official plan of Maricopa County. The MCCWPP was developed in response to the Healthy Forest Restoration Act of 2003 (HFRA) for at-risk communities and unincorporated areas in Maricopa County. Maricopa County, partner agencies and participating communicates wish to adopt a CWPP to better protect their communities from wildfire risk, to better prepare citizens, and to become eligible to apply for and receive federal and other grant opportunities to implement wildland fire mitigation projects and programs. 78. IGA WITH THE CITY OF PHOENIX TO SHARE THE COST OF CONSTRUCTING A WATER MAIN Approve an Intergovernmental Agreement (IGA) between City of Phoenix and Maricopa County through the Facilities Management Department, in the not-to-exceed amount of $76,260. The purpose of this Intergovernmental Agreement is to identify and define the responsibilities of County and City regarding the sharing of costs to construct a 12-inch watermain on the west side of 1st Avenue, between Madison and Jackson Streets in Phoenix, Arizona. This Intergovernmental Agreement is effective from May 12, 2010 until February 28, 2012. As part of the development of the Downtown Court Tower, the County was required to construct a new 12-inch watermain along the property's 1st Avenue frontage between Madison and Jackson Streets in Phoenix. This main is required per City of Phoenix Code requirements. The 12-inch grid is required of downtown developments to ensure that proper fire flow is available to all properties in the area, especially high-rise buildings. In this case, the watermain also completes a water system loop in the area. The County approached the City of Phoenix Water Services Department and asked the City to consider participation in the cost of the main, as the main provides benefit to a larger area. Upon completion of the 12-inch watermain and inspection/acceptance by the City, the contractor will submit a payment request to the City of one-half of the cost of constructing the watermain, currently estimated at $76,260 for the City's share. This agreement shall expire upon the City having reimbursed the County in accordance with the terms of this Agreement. (C-91-10-177-3-00)

F-3. CONTRACT WITH COOPER AERIAL SURVEYS COMPANY FOR MAPPING SERVICES FOR THE PINNACLE PEAK AREA DRAINAGE MASTER STUDY/PLAN Approve Contract FCD 2009C044, Mapping Services for the Pinnacle Peak Area Drainage Master Study/Plan (ADMS/P), between the Flood Control District and Cooper Aerial Surveys Company to provide survey, photogrammetry, and mapping services for the Pinnacle Peak ADMS/P area. The contract will produce two-foot (2-foot) contour interval topographic maps of the western portion of the ADMS/P area, including approximately 60 square miles of the City of Scottsdale and the City of Phoenix and unincorporated Maricopa County. The mapping area covered under this contract is roughly bounded by the Central Arizona Project Canal on the south, the Cave Creek & Cave Buttes Dam impoundment area on the west, Carefree Highway on the north, and Scottsdale Road on the east. The total contract amount shall not exceed $772,441.48. The total contract performance period is 280 calendar days. This was a qualification-based selection in accordance with Maricopa County Procurement Code, Article 5, Paragraph 504. The District has identified the need to evaluate flooding hazards and to plan flood hazard mitigation measures for the approximately 140 square mile ADMS/P study area, roughly bounded by the Central Arizona Project Canal on the south, the Cave Creek/Cave Buttes Dam impoundment area on the west, Carefree Highway on the north, and the McDowell Mountains on the east. This study area encompasses portions of the City of Scottsdale, the City of Phoenix, and unincorporated Maricopa County. The mapping area included under this contract has not been mapped to the level of detail needed to accomplish the goals of the ADMS/P. The remaining 80 square miles of the study area, generally located east of Scottsdale Road, will be mapped under a separate contract. This is due the City of Scottsdale’s recent acquisition of aerial photography in 2007 for the purpose of producing orthorectified aerial photographs. The aerial photography was obtained in a manner which will allow the production of two foot contour interval mapping at a substantial savings over re-mapping the Scottsdale portion of the ADMS/P study area from start to finish. The mapping area included in this contract is located in Supervisory Districts 2 and 3. (C-69-10-067-5-00)
