Development of the site shall be in substantial conformance with the Narrative Report entitled “Innovation Villas on C amelback”, consisting of 12 pages, dated February 18, 2021, and stamped received February 21, 2021, except as modified by the following conditions. b. You will be subject to direct overflights and noise by Luke Air Force Base jet aircraft in the vicinity. Luke Air Force Base executes an average of approximately 165 overflights per day. Although Luke’s primary flight paths are located within 20 miles from the base, jet noise will be apparent throughout the area as aircraft tran sient to and from the Barry M. The funding for the year 4 budget period of July 1, 2021 through June 30, 2022 is in the not-to-exceed amount of $100,000. The term of this Agreeme nt is July 1, 2018 through June 30, 2022 unless terminated, cancelled or extended. This grant award is reoccurring and has been awarded to the department in previous years. It is non-competitive renewal and there is no cash or in-kind match required. Th e program is not a mandated function but is a benefit to the public by virtue of the education provided to children, parents and/or caregivers, and the training given to early care and education professionals using various curricula such as Color Me Health y, Eat, Play Grow and SPARK. Should it be discontinued, on-going contributions should not be required. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant thro ugh a future reconciliation. Funding for this Agreement is provided by a Grant from AECDHB FTF and will not affect the County’s general fund. (C-86-18-091-G-03)

84. ON-CALL CONTRACT WITH WEST CONSULTANTS, INC FOR DEPTH AREA REDUCTION FACTOR STUDY Award Contract FCD 2020C014 On-Call Services for the Depth Area Reduction Factor (DARF) Study to WEST Consultants, Inc. (WEST) to provide professional engineering services. The contract will be effective for 730 calendar days from the date of execution or the expenditure of $500,000, whichever comes first. The Flood Control District of Maricopa Country (District) and WEST will mutually agree to a detailed scope of work for each work assignment. This is a qualifications-based selecti on in accordance with the Maricopa County Procurement Code, Article 5, Paragraph 504 and Article 5 Procurement Procedures Manual, Chapter II – Section 2. Engineers use rainfall depths developed by NOAA to complete studies that identify and evaluate flood hazards. These values are also used to design drainage facilities (culverts, basins, bridges, etc.). The rainfall depth is the depth that is expected to occur at a point or points in a study area, typically a watershed. However, this depth should not be used over the entire watershed because the rainfall will be overestimated. A depth-area reduction factor (DARF) is used to convert the point rainfall to an equivalent uniform depth over the study area. This factor is used to account for the observation th at average precipitation intensity decreases as the area of the storm increases. The current Drainage Design Manual, Hydrology Volume includes reduction factors developed in 1974 for the 6-hr storm event and 1984 for the 24-hr storm event. Recent studies have been compared to gage data and other storm evidence, and have shown that updates are needed. In many cases the DARF should be increased, which would decrease the rainfall values used for a watershed. For instance, if a project includes a des ign of a culvert, this update could potentially decrease the required size of the culvert. This Agenda Item impacts all Supervisor Districts.
