6. SOLE SOURCE CONTRACT WITH ESRI CANADA LIMITED Approve a sole source contract with ESRI Canada Limited with an estimated cost of $410,000 for the Assessor's Office Desktop Review (DTR) pilot project. The Assessor’s Office would like to complete a pilot project with ESRI Canada Desktop Review integrated software. This software will give the Assessor’s Office the ability to utilize a fully integrated solution using ArcGIS, Oblique Imaging, Street Front Imaging, Geo-Referenced Building Sketches and our own CAMA data so we can comprehensively review parcels in the defined pilot project area. This solution will give us the ability to view this property information simultaneously while giving our users the ability to make changes to the building sketches and CAMA data as error or omission are detected. It is anticipated this solution would improve the efficiency of our office by reducing the amount of field visits required as property issues arise. The Office of Procurement Services advertised this Sole Source request on April 04, 2013 and April 11, 2013 and no other vendors have come forward that meet the requirements of the pilot project. 21. IGA WITH ARIZONA DEPARTMENT OF TRANSPORTATION FOR AZTRACS Approve a non-financial agreement with the Arizona Department of Transportation (ADOT) for the use of the Arizona Traffic and Criminal Software (AzTraCS). The Agreement is effective with execution of the document and will last the duration of the project unless terminated sooner by either party. Also approve entering into a non-financial Data/Exchange agreement with ADOT. To utilize AZTraCS, access to ADOT's information is required and the Data/Exchange agreement permits this. Under this agreement, MCSO deputies will be able to issue electronic citations and traffic accident information. The data will then be automatically transferred to ADOT and the courts. Additionally, MCSO will be able to use forms and data collection tools that the Arizona Department of Public Safety (ADPS) has created in AzTraCS. The cost of the services is $114,294. The current EDR application requires an upgrade to continue to provide a stable application for citizens to submit applications on line for Planning and Development (P&D). P&D collaborated with Air Quality (AQ) and Environmental Services (ENVS) on the initiative, as all three departments use Accela Automation and can use this technology for on-line submittals eliminating the requirement for citizens to deliver paper documents to these departments. The solution is to be integrated with the current Permit application, Accela Automation, and will provide the public an optimal means of paperless submittal. (C-44-14-012-M-00)
