The TB grant award is reoccurring and has been awarded to MCDPH in previous years. It does not require an in-kind match and indirect costs are fully recoverable. TB control and testing are mandated services. Should the grant cease, ongoing contributions may be required. This grant award was not competitive. The Department of Public Health’s indirect rate for FY18-19 is 18.9%. Indirect costs are estimated at $60,222, all of which is fully recoverable. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funds for this Agreement are provided by ADHS and do not affect the County’s general fund. (C-86-18-049-3-01)

70. COMPETITION IMPRACTICABLE TO AZTEC ENGINEERING FOR ADDITIONAL SERVICES ON DEER VALLEY ROAD Request approval of the single source competition impractical, for design services to Aztec Engineering for additional work on Project TT0248 Deer Valley Road. Additional services include bridge design update, including design to current year standards, and updated County design policies. The original contract scope intended for Aztec Engineering to utilize previously completed bridge plans (completed in year 2012). Upon review by MCDOT bridge staff in January 2019, it was determined that the bridge plans shall be updated to current year design standards. Aztec Engineering has the project history and detailed design knowledge of the project for the updated bridge plans, and associated specifications, and engineer's estimate. The continuation of their services adds efficiency and consistency to the project. The project schedule would be impacted severely should a different consultant be contracted. This request results in a total accumulated contract amount which exceeds the Chief Procurement Officer’s authority, and must be submitted as an agenda item to the Board of Supervisors for consideration.
