The Grant period is from December 1, 2016 through November 30, 2017. Maricopa County Education Service Agency's indirect rate for 2017 is 9.6%. 26. ADULT PROBATION GRANT FUNDS FOR FY 2017 AND APPROPRIATION ADJUSTMENT Accept the FY 2016-17 grants and related revenue for the Adult Probation Department of the Judicial Branch. The indirect cost rate as of July 2016 is 10.9% as approved by the Department of Finance. Some of the grants for FY 2016-17 do not allow indirect cost recovery as reflected in the attached funding agreements. The status of indirect costs as well as matching funds for each grant is noted on the attached summary sheet. For FY 2016-17, we anticipate accepting fourteen (14) new awards for Grant Fund revenue of $2,372,075, carrying over Grant Fund revenue balance of $551,226 on five (5) previously accepted awards. On the new awards, indirect costs on eligible expenditures are estimated to be $256,361 with $20,141 recoverable and $236,220 unrecoverable. In addition, pursuant to A.R.S § 42-17106, approve an appropriation adjustment resulting in a net increase to revenue and expenditure of $116,318 in FY 2016-17 Adult Probation (D110) Adult Probation Grants Fund (211) Operating (0000) budget. This increase is necessary because actual grant funding received is more than anticipated and budgeted. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and, therefore, expenditures of these revenues are not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-11-17-006-G-00)

In addition, approve an exemption from markings and issuance of non-governmental license plates per A.R.S. §38-538.03 because these vehicles will be used to provide surveillance and supervision of convicted felons residing in the community and the location and apprehension of felony absconders. Markings are detrimental to the mission. These will be take home vehicles because supervision and surveillance are not regularly scheduled assignments with set hours. The vehicle information, including make, model, year, color and VIN number will be provided to the Clerk of the Board upon approval of this agenda and purchase of the vehicles. (C-11-17-005-M-00)
