9. CHANGE IN POLLING PLACE SIGNAGE Approve request to change polling place signage related to voting identification requirements to make directions easier to understand. Additionally, allow for supplemental detailed information regarding voting identification requirements (currently printed on the sign) to be available inside the polling place upon request. Arizona Revised Statutes 16-404 and 16-405, the Board of Supervisors has a duty to provide the supplies needed for polling places. On the advice of Counsel, we are seeking the Board’s approval of this sign design as it is a key supply provided for polling place set-up. State law requires that certain forms of identification be allowed as proof of a voters identity at polling places on Election Day. Currently, signage explaining this requirement and the forms of ID allowed is written in legalese and difficult to understand (see Exhibit A: Current ID Requirements Sign). The Elections Department had redesigned the signs to meet legal requirements but be easier to understand and more clear for voters (see Exhibit B: ID Ready – Proposed Signage Design). In order to free up space for this more simple design, some information was removed. The Elections Department proposes that the sign state that additional information, previously included on the sign, now be available as a handout, upon request, inside the polling place. See sample of existing sign (Exhibit A) and proposed change (Exhibit B). (C-21-18-003-M-00) Sheriff - Alguacil

MCSO recommends that this item be and added to the County’s Detention Vehicle Replacement fleet. (Trailer to be replaced in six fiscal years in FY 2026 with an anticipated cost of $6,200.) 3) One Ford Expedition EL 4x4 estimated to cost $71,887 to be used in criminal animal abuse case seizures and in M.A.S.H. operations, to be initially funded from the Sheriff’s Donations Fund (203). MCSO recommends that this item be added to the County’s General Fund Vehicle Replacement fleet. (Vehicle to be replaced in two fiscal years in FY 2022 with an anticipated cost of $79,000.) Because these are replacements, continuing operations costs are estimated to remain unchanged and will continue to be handled within the current Sheriff’s appropriations. Each of these vehicles replaces current one-time additions to fleet and is necessary for continuing day to day operations. Additional information is attached. Specific vehicle information will be available from Equipment Services at the time of acquisition. The costs provided are estimates and subject to change. (C-50-18-043-V-00)

18. ADULT PROBATION GRANT FUNDS FOR FY2018 AND APPROPRIATION ADJUSTMENT Accept the FY 2017-18 grants and related revenue for the Adult Probation Department of the Judicial Branch. The indirect cost rate as of July 2017 is 11.8% as approved by the Department of Finance. Some of the grants for FY 2017-18 do not allow indirect cost recovery as reflected in the attached funding agreements. The status of indirect costs as well as matching funds for each grant is noted on the attached summary sheet. For FY 2017-18, we anticipate accepting twelve (12) new awards for Grant Fund revenue of $2,507,544, carrying over Grant Fund revenue balance of $293,720 on eight (8) previously accepted awards. On the new awards, indirect costs on eligible expenditures are estimated to be $291,864 with $34,117 recoverable and $257,747 unrecoverable. In addition, pursuant to A.R.S § 42-17106, approve an appropriation adjustment resulting in a net increase to revenue and expenditure of $288,972 in FY 2017-18 Adult Probation (D110) Adult Probation Grants Fund (211) Operating (0000) budget. This increase is necessary because actual grant funding received is more than anticipated and budgeted. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and, therefore, expenditures of these revenues are not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Superior Court policy # F-210, approved by Presiding Judge Robert D. Myers in June, 1995, adopted for the Judicial Branch a policy for the administration of grant funding. The policy states that the Presiding Judge will make a presentation to the Board of Supervisors on an annual basis of the Judicial Branch’s grants. (C-11-18-001-G-00)

20. JUVENILE PROBATION GRANTS FOR FY2018 Accept the FY 2018 grants and associated revenue for the Juvenile Probation Department of the Judicial Branch in the amount of $3,624,627 total. The indirect cost rate as of July, 2017 is 25.9% as approved by the Department of Finance. Some of the grants for FY 2018 do not allow indirect cost recovery as reflected in the funding agreements filed with the Department of Finance. The status of indirect costs for each grant is on file in the office of the Clerk of the Board in accordance with ASLAPR retention policy. The amount of indirect costs on eligible expenditures are estimated to be $858,965 with $858,965 as unrecoverable and $0 as recoverable. Total matching amount is $69,236. Also, pursuant to A.R.S. § 42-17106, approve appropriation adjustments resulting in a net decrease to revenues and expenditures of $489,141 in FY 2018 Juvenile Probation (D270) Grants Fund (227) Operating (OPER) budget. Approval of this item will result in an overall appropriation of $3,624,627 for revenues and expenditures in the Juvenile Probation (D270) Grants Fund (227) Operating (OPER) budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and, therefore, expenditures of these revenues are not prohibited by the budget law. This request does not alter the budget constraining the expenditures of local revenues adopted by the Board of Supervisors pursuant to A.R.S. § 42-17105. Superior Court policy # F-210, approved by Presiding Judge Robert D. Myers in June, 1995, adopted for the Judicial Branch a policy for the administration of grant funding. In order to obtain greater flexibility in the use of Court Commissioners, the Superior Court customarily has all Court Commissioners appointed as Superior Court Judges Pro Tempore so they may, on occasion, hear contested matters. This serves the interest of judicial economy and promotes sound case flow management. Court Commissioners Lindsey G. Coates and Joshua Yost would serve as a Superior Court Judge Pro Tempore without any additional compensation other than that to which she is entitled as a Court Commissioner. (C-80-18-007-2-00)

23. REQUEST FOR REVIEW OVER BASELINE Approve an exception to the FY 2019 Budgeting Guidelines and Priorities allowing the review of the following requests over baseline for the General Fund totaling $7,570,000: 1. $1,570,000 in Fund 100 (General Fund) - Operating to support the ongoing upgrade, maintenance, and enhancement of the ICISng system. 2. $6,000,000 in Fund 100 (General Fund) – Non Recurring/Major Maintenance to support the refurbishment of the Central Court Building (CCB). ICISng The ICISng Upgrade Project began in FY 2012. Since that time, the Board has appropriated over $13.4 million in non-recurring monies. The upgrade will continue for three more fiscal years (2019-2021), making this a 10 year project. It is fully anticipated that additional IT needs will be identified between now and FY 2022. Rather than continue to treat the Court's case management system as a non-recurring expense, it is proposed that a recurring appropriation be established in FY 2019. Based on recent spending trends, it is believed that a recurring budget of $1.57 million would more appropriately reflect the needs of the Superior Court and stabilize this budget for future fiscal years. CCB Refurbish Since construction and use of the facility began in 1977, the CCB has not seen any major facility upgrades or improvements with the exception of Floor 7 in circa 2005 and the basement in 2007/08. Of all the Branch’s facilities, CCB houses the largest number of judicial officers and courtrooms including both criminal and family Divisions. The heavy use and large numbers of individuals accessing the facility over the past 40 years has caused overall deterioration of the facility. Further, as our reliance upon technology increases, courtrooms and ancillary space require significant upgrades to meet the needs of judges, attorneys and litigants. (C-80-18-008-2-00)

31. GRANT FUNDS FROM ARIZONA STATE DEPARTMENT OF HOMELAND SECURITY FOR SATELLITE CONNECTIVITY Authorize Emergency Management to apply for grant funds from the Arizona State Department of Homeland Security, FFY18 SHSGP, in the not-to-exceed amount of $8,000.00 for Satellite Connectivity. The grant period for this grant is October 1, 2018 through September 30, 2019. The Maricopa County Department of Finance has calculated the Department of Emergency Management's composite indirect cost rate at 13.5% or $1,080.00. The Department will not be recovering indirect costs off of this grant. The amount of unrecoverable indirect cost is $1,080.00. Emergency Management is responsible for implementing the County’s Emergency Operations Plan (EOP) for responding to disasters within Maricopa County. Telecommunications are an integral part in that response as MCDEM hosts a Crises Information Management System to our response partners. The fixed site satellite connection will provide a backup to our main telecommunication connection at the Emergency Operations Center. Using a satellite connection will decrease the likelihood the Emergency Operations Center (EOC) would be down due to a commercial telecommunications outage whether through natural or man-made causes. The mobile satellite connection will provide telecommunications for Reception Center or Shelter sites that will be coordinated by the department and can be leveraged for Continuity of Operations Plans (COOPs) by the department due to un-inhabitable conditions of the EOC whether during a response or steady state. The $1,017,045 increase to the General Fund operating vehicle replacement budget request is in response to the growing fleet of the County. The County has experienced significant growth in its fleet size over the last several years and many of the new additions are now ready to be replaced. Standard items now include blue tooth, back up cameras and additional air bags. Lastly, many of the missions and goals of County departments have changed over the years, resulting in requiring different vehicle types in order to meet their mission and goals. 2. The $1,600,000 non-recurring General Fund request is for new large pieces of equipment needed by Waste Resources and Recycling to maintain the County’s closed landfills in accordance with Post-Closure Care requirements. One of the most important post closure care activity is to maintain the integrity of the final cover landfill cap system, including making repairs to the landfill cap and cover as necessary to correct the effects of settlement, erosion or other events and ensuring proper storm water drainage controls are engineered to prevent erosion or otherwise damaging the final cover. The equipment consists of one Dozer, two wheel loaders and on tractor/scraper. The current fleet is well past its useful life and life-to-date maintenance costs have exceeded the original purchase price. 3. IGA WITH THE ARIZONA BOARD OF REGENTS, UNIVERSITY OF ARIZONA FOR FEDERAL OR GRANT FUNDED PROJECTS Approve the Intergovernmental Agreement (Agreement) between Maricopa County Department of Transportation (County or MCDOT) and the University of Arizona (U of A) to perform research oriented traffic and Intelligent Transportation Systems(ITS) development studies. Also approve and delegate signature authority to MCDOT’s Director for subsequent, project-specific Addenda to this master Agreement, that will outline project details, such as deadlines, deliverables, schedule and cost-sharing. This master Agreement specifically pertains to federal/grant-funded projects, as MCDOT already has an Agreement with UofA for research activities funded with Highway User Revenue Funds (HURF) funds. There is no fiscal impact at this time for this Agreement, as grants/federal funds are yet unknown. As they come up, individual agenda items will be submitted for approval by the Board of Supervisors for the application, (if needed), acceptance and expenditures of such funds. Addenda will then be expedited to better address ITS projects as they come up. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law.
