7. ROAD DE-ANNEXATION FROM TOWN OF WICKENBURG TO MARICOPA COUNTY Pursuant to A.R.S. § 9-471.03 convene the public hearing to determine if the public interest is served by de-annexing road right-of-way from Town of Wickenburg jurisdiction to Maricopa County in accordance with Town of Wickenburg Ordinance No. 1178, and the analysis of the impact of the requested de-annexation. Right-of-way location: Steinway Drive from Manrad Drive to Duffy Road. Supervisory District No. 4. After reviewing the analysis and hearing those that may appear for or against the request, if the Board determines that the public interest is served by this de-annex/annexation action, a vote of approval shall direct the following: 1. File an ordinance setting forth the legal description of the public right-of-way and declaring the return of the right-of-way contingent on the fulfillment of the additional conditions of the statute in the Office of the Clerk of the Board. 2. Pursuant to ARS § 9-471.03(F), set a public hearing for Wednesday, May 23, 2018 to de-annex road subject right-of-way from Town of Wickenburg jurisdiction to Maricopa County, in accordance with Town of Wickenburg Ordinance No. 1178, and the Ordinance approved by the Board of Supervisors on this date. 3. Send notice of the date, time and place of the hearing on the requested action to each owner of real property subject to taxation adjacent to the subject public right-of-way at least twenty (20) days prior to the hearing. Legal description of the roadway to be de-annexed, identified as Exhibit "A", is attached. MCDOT Analysis: MCDOT and the Town of Wickenburg have reviewed the request and determined this deannexation to be in the best interest of the public to more effectively use public resources. Deannexing the half street will allow for a better use of resources for one agency to more efficiently maintain the roadway. Financial Status: It is estimated, the additional maintenance will cost the County $2,500 per year. The Board action will result to add 0.00325 square miles to County ownership and enable the County to assume responsibility for road maintenance. (C-06-18-338-7-00)

15. GRANT FROM ARIZONA DEPARTMENT OF EDUCATION 2018 - IDEA SECURE CARE Approve the application and acceptance of grant funds from Arizona Department of Education (ADE) 2018 IDEA Secure Care Grant, (CFDA 84-027), in the not-to-exceed amount of $75,000 for the purpose of the Maricopa County Sheriff’s Office Jail Education Program. The grant award begins on October 1, 2017 and ends on 6/30/2018. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant allows a 12% rate for indirect costs, or $8,035.71 which may be incurred by the Sheriff's Office or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Sheriff's Office's composite indirect cost rate at 19.9%, or $13,325.89. The recoverable indirect cost of administering this grant is $8,035.71; the non-recoverable indirect cost is $5,290.18. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. These funds will ensure Maricopa County Jail Education Programs are in compliance with state and federal special education requirements. These funds will be used to contract with Special Education Consultants to work with staff and students in implementing and carrying out the IDEA Laws and Regulations. The Sheriff's Office has participated in the IDEA Secure Care Program for several years. (C-50-18-058-G-00)

25. AGREEMENT WITH THE BUREAU OF RECLAMATION, THE NATURE CONSERVANCY, CITY OF PHOENIX, THE FLOOD CONTROL DISTRICT OF MARICOPA COUNTY, AND THE MARICOPA COUNTY AIR QUALITY DEPARTMENT Approve agreement for collaboration and participation in the subject study, Identifying Key Areas in the City of Phoenix for Infiltration and Retention Using Low Impact Development Under the Floodplain Watershed Restoration Study (United States Department of the Interior, Bureau of Reclamation Agreement No. 18-GI-32-0004) (Study). This establishes an agreement by which the Air Quality Department (AQD) can participate as a project stakeholder and provide an in-kind support services match to the above Study. The Study is sponsored by the Bureau of Reclamation (Reclamation) with the Nature Conservancy (TNC) acting as a Study Co-Manager and project partner. Reclamation is providing up to 50 percent Federal funding and requires a 50 percent non-Federal cost share. The cost of the three-year study is expected to be $389,100. TNC’s cost-share is estimated at $120,000. The remaining non-Federal match is derived via in-kind support services from AQD, the Flood Control District of Maricopa County (District), and City of Phoenix. Air Quality and the District are not providing monetary funds in support of this study. The in-kind support services match by AQD is estimated at $10,000 over three years of the study effort. This Agreement shall become effective as of the date it has been executed by all Study partners and shall remain in force for the proposed Study length of three years or until Study completion, whichever occurs first. Under this collaborative agreement, AQD will attend Study team coordination meetings, provide and vet data, and review work products and reports as outlined in the attached Plan of Study in coordination with Study Co-Managers. AQD, as a Study partner and stakeholder, will benefit through active participation in this Study. AQD will receive the Final Report and Study results for use in better understanding the air quality benefits of low impact development. This Agreement will allow AQD to fulfill its continued commitment to community partnerships and improving air quality within the County. This Agenda Item impacts all Supervisorial Districts. NOTICE OF AWARD WITH HEALTH RESOURCES AND SERVICES ADMINISTRATION FOR HEALTHY START INITIATIVE ELIMINATING DISPARITIES IN PERINATAL HEALTH Approve Notice of Award (NOA) No. (6 H49MC00174-17-01), Grant No. (H49MC00174), Healthy Start Initiative (HSI): Eliminating Disparities in Perinatal Health, from Department of Health and Human Services, (DHHS), Health Resources and Services Administration (HRSA) to Maricopa County through its Department of Public Health, Healthy Start (HS), to provide additional grant funding for the South Phoenix Healthy Start (SPHS) program. SPHS will provide perinatal case management services, health education events and learning opportunities, and community referrals to women and their families in the large urban communities of South Phoenix and Maryvale. This additional funding is for a total not-to-exceed amount of $483,473, bringing the total amount from $375,356 to $858,829 for the budget period November 1, 2017 through October 31, 2018. The project period is June 1, 2002 through March 31, 2019. The financial assistance this period reflects 47.35% of the total approved budget as authorized under the Continuing Resolution. The remainder of funds is forthcoming pending signed appropriation. The Department of Public Health’s indirect rate for FY2017-18 is 16.6 %. The additional full Indirect costs are estimated at $58,702 all of which is allowable. The pass thru amount of $71,146 is not subject to indirect. Departmental Indirect Rates are reestablished at the beginning of each fiscal year and the future Indirect Rate will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by HRSA and will not affect the County’s General Fund. (C-86-02-165-2-37)

The Town’s ability to utilize County equipment will decrease the lead time to deliver the equipment, reducing potential safety impacts to the traveling public. The Town will lead the project and be responsible for the cost of the Project. The County will not be a financial partner in this project.
