30. AMENDMENT TO THE IGA WITH FIRE MANAGEMENT DIVISION OF THE STATE LAND DEPARTMENT FOR MUTUAL ASSISTANCE IN EMERGENCIES Approve an amendment to the intergovernmental agreement between Maricopa County and the Fire Management Division of the State Land Department for mutual assistance in responding to emergencies to extend the date from June 5, 2013 to June 5, 2014. Also, the Cooperative Fire Rate Agreement will be extended to April 15, 2015. There is no cost to the county for participating in the agreement. The purpose of this intergovernmental agreement is to provide a framework for mutual emergency assistance between Maricopa County and the Fire Management Division of the Arizona State Land Department. The most likely scenario for the implementation of the agreement is a wildland fire in or close to the county that is of such a magnitude that the State Land Department requests the assistance of one or more county departments. The departments most likely to be requested are MCDOT for heavy equipment operation; MCSO for traffic control, evacuations, or search and rescue; and Emergency Management for emergency operations center activation. The agreement does not obligate the county to respond to a request for assistance; it simply outlines the terms under which assistance is to be provided. (C-15-08-003-2-02)

33. FACILITIES MANAGEMENT ESTIMATING AND BENCHMARKING STUDY - NEIGHBORHOOD CDC CONSTRUCTION Approve an increase in the authorized limit for a Competition Impractical Procurement, Maricopa County Procurement Code, MCI-351, in the amount of $36,875 (from $49,890 to $86,765), with Neighborhood CDC Construction, for the purpose of reviewing the Facilities Management Department’s cost estimating methodologies, benchmarking of project costs, providing presentations and briefings to the Board of Supervisors and County Management and related services. In February 2013 FMD initiated a review of current estimating and budgeting methodologies to measure whether or not Maricopa County was obtaining favorable pricing in the marketplace on a sampling of County construction projects. This review also included benchmarking these results against other entities. Facilities Management selected a study team made of up experienced consultants from the University of Arizona and Neighborhood CDC Construction of San Diego, Califor nia, after reviewing the market place and determining them to be uniquely qualified and free of potential conflicts of interest. Additionally, the team is to provide recommendations for any improvements that would be noted as a result of the review. The original cost of $49,890, which was approved by the Chief Procurement Officer under Maricopa County Procurement Code, MCI-350, has been determined to be inadequate to complete the assignment as the scope of the assignment has increased. The new scope includes an additional comprehensive cost and execution review of five major projects and the addition of seven projects to the base study in order to provide a larger and more representative sample size. The additional scope also includes time and travel expenses to provide a briefing to the Board of Supervisors and County Management on the results of the study. The cost of the project is estimated to be $1,346,700. The County will pay 100% of the project cost, except that the Town will reimburse the County for the cost of increasing the diameter of the water line from 12” to 16” water main, not to exceed $250,000.
